Motion carried. <br /> 6.DISCUSSION & POSSIBLE ACTION ON HALL COUNTY BUILDING INSPECTOR <br /> DEPARTMENT OFFICIAL REQUEST TO GO 1/2 TIME & RELATED ISSUES - Greg <br /> Cramer stated the building inspector has been in place for 4 years and they worked <br /> together to get this up and going. There were life safety issues that needed to be <br /> covered, if there is a disaster they need to make sure things are done right. When <br /> Wood River was flooded there were 100 homes that were damaged and some of the <br /> homes had structural damage and they did inspections on the wiring, framing and <br /> plumbing. The building inspector waived the fees because of the flood. This protects <br /> the communities and he would like to see the board pursue a full time building <br /> inspector. They need to have someone with experience Alan also does the electrical <br /> inspections it <br /> Lancaster noted that they worked hard to get this department accomplished and it has <br /> been very successful. The communities have contributed to help fund the department. <br /> When Alan stated he was going to retire they ask if he would stay part-time because it is <br /> hard to find someone with the certifications. If they pursue a full time employee it would <br /> be nice to have him here. It the department goes away it will not come back. <br /> Hurst stated we have had a full time inspector he ask if we need a full time inspector. <br /> He stated it scares him to add duties to a secretary and then come back later and need <br /> a full time inspector. <br /> Hartman ask what licenses he would need. And Alan stated he is licensed by the <br /> international council the codes ae adopted by all states ad he said they first have to <br /> have an apprentice license ND then a master license and he has the electrical <br /> experience. <br /> Lancaster said if he stayed on half time he would do the inspections and make sure he <br /> was available. He would work 40 hours every 2 weeks and there would be some flex <br /> time. <br /> Richardson stated she was on the board and supported this department and the villages <br /> are pleased and after hearing Mr. Cramer she feels it should stay full time if not they <br /> would be going backwards. The permits have also supported this endeavor. <br /> Richardson made a motion and Hartman seconded to keep the building inspector as a <br /> full time position. <br /> Bredthauer ask how often the codes change. Alan stated that the electrical change <br /> every 3 years and the building codes change every 2 years but you can be 2 codes <br /> behind the plumbing and building are adopted by the State of Nebraska it is a state law <br /> if there was litigation the state law would come first. She noted the codes change at a <br /> 4 <br />
