Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes, motion <br /> carried. <br /> Hartman questioned why we could not use an attorney off of the County's payroll <br /> instead of hiring one. <br /> Carstensen and Klein both commented that could be a conflict of interest with Sarah <br /> being the advisor. <br /> 4 9:30 A.M. JON ROSENLUND-UPDATE REGARDING HALL COUNTY OPENING <br /> PRE COVID-Jon Rosenlund stated that directive health measures and other public <br /> health orders are defined by the inter local agreement that created the central district <br /> health department they lie with the director of the health department. He stated that <br /> those orders have power of law once they are issued, those directive health measures <br /> have to be authorized by the Governor, he stated that in essence they are all signed <br /> and ordered by Theresa Anderson as director of the health district, because that is her <br /> defined authority when the health district was created. Rosenlund stated that the state <br /> also has to authorize orders they go through the chief medical officers and the director <br /> of DHHS as well as the Governor. <br /> Lancaster stated that the numbers control the situation and asked Jon to explain that <br /> Rosenlund stated that new cases are published every day. He said the peak was <br /> reached in the middle of April at about 46% of the tests being positive, but that week by <br /> week those numbers have went down, he stated it was at about 10% last week. <br /> Lancaster stated she just wanted the board to know before discussion of opening the <br /> building back up where the information and guidelines come from <br /> 5 A- COUNTY ATTORNEY-DISCUSSION REGARDING RETURN TO WORK <br /> CONSIDERATIONS AND EXPECTATIONS. —County Attorney Marty Klein stated he <br /> will try and keep consistent with what the Board does but states his office is little more <br /> unique then some of the others. He stated early on he had people working from home <br /> and that has worked and all duties are being completed. Klein stated he would be more <br /> comfortable keeping his staff working from home and limiting their exposure to the <br /> Covid-19 virus. Klein stated he wanted the Commissioners to know that he was <br /> planning on doing this for longer period of time. Klein stated June 1st courts are back up <br /> and running and they are wanting in person and they will do what they have to do to <br /> make that work. <br /> Lancaster stated as long as work is getting done and judges are satisfied she didn't see <br /> an issue with Mr. Klein doing what he felt was best for his office and staff. <br /> Vicky Kenney with the Public Defender's officer stated that they have done a lot of work <br /> through telework and it has not been a problem.
