Box 2555 <br /> Kearney,NE 68848-2555 <br /> 308-237-5113 www.region3.net <br /> Beth Baxter, Regional Administrator <br /> bbaxter@region3.net 308-440-5481 <br /> Region 3 Behavioral Health Services is one of the six Regional Behavioral Health Authorities in <br /> Nebraska responsible for the coordination and delivery of behavioral health services as stated in the <br /> Nebraska Comprehensive Behavioral Health Services Act (Nebraska Revised Statutes 71-801 -812) <br /> within twenty-two counties of central and south central Nebraska with a population of approximately <br /> 223,000 including: Adams, Blaine, Buffalo, Clay, Custer, Franklin, Furnas, Garfield, Greeley, Hall, <br /> Hamilton, Harlan, Howard, Kearney, Loup, Merrick, Nuckolls, Phelps, Sherman, Valley, Webster, and <br /> Wheeler. Region 3 is a political subdivision of the state of Nebraska and is governed by elected <br /> officials, county commissioners or supervisors, from each of the counties served. <br /> The Governing Board contracts with the Department of Health and Human Services, Division of <br /> Behavioral Health for federal and state mental health, substance abuse, children's system of care, <br /> targeted opioid abuse prevention and treatment, housing assistance, and behavioral health disaster; the <br /> Division of Public Health for tobacco prevention funds, and the Behavioral Health Education Center of <br /> Nebraska for training and coordination. The counties also provide local funds to match state general <br /> funds as stated in the Nebraska Comprehensive Behavioral Health Services Act (71-808). <br /> Region 3 Behavioral Health Services: <br /> 1. Manages a Behavioral Health Provider Network of 15 organizations and 7 prevention <br /> community coalitions (please see page 4 for the list of network members); <br /> 2. Contracts with organizations to serve those who are indigent, uninsured or underinsured and <br /> experience a mental health and/or substance use disorder; <br /> 3. Facilitates system coordination efforts to assure that the behavioral health system works in a <br /> coordinated and integrated manner including the emergency psychiatric system, prevention <br /> system, youth service system, consumer and family inclusion, housing assistance, and network <br /> management; <br /> 4. Provides care coordination and Wraparound support for children, adolescents and transition age <br /> youth/young adults who experience behavioral health challenges and their families; <br /> 5. Provides follow-up, continuity of care, and coordination of services for adults who experience a <br /> mental health crisis; <br /> 6. Provides technical assistance and support for substance abuse prevention, suicide prevention, <br /> tobacco prevention, opioid use prevention and treatment, and the children's system of care; <br /> 7. Provides rental assistance for individuals who have extremely low income and experience a <br /> mental illness and/or substance use disorder. <br /> 8.
