Held the Board of Equalization meeting <br /> 9: 15 A.M. adjourned the Board of Equalization meeting and returned to the regular <br /> meeting. <br /> 4 (A) DISCUSSION AND ACTION REGARDING FEDERAL EXPANDED FAMILY <br /> MEDICAL LEAVE ACT (FMLA) REGULATIONS —Sarah Carstensen explained that <br /> the Federal government passed the family's first coronavirus response act recently <br /> as of March 18, 2020. It requires additional employee considerations, one being the <br /> emergency paid sick leave act, and another being the emergency medical leave <br /> expansion act. Carstensen stated that the FMLA expansion act allows additional <br /> paid leave for people who have children under the age 18 who do not have care <br /> because of schools or daycares being closed due to a public health emergency as in <br /> Covid-19, this is an attempt by congress to do some job protection and some <br /> economic protection for workers she stated. Carstensen stated that what she has <br /> done is a purposed policy and made amendments to it to bring us into compliance <br /> with the newly passed act it goes in effect April 1, 2020 and ends December 31, <br /> 2020. This is a one time we never know what congress will do in future this is a 9 <br /> month provision and once provision is over it ends, unless there would be some sort <br /> of extension to it she stated. All business's and government's with 500 or less <br /> employees they gave the option to exclude emergency responders and health care <br /> providers, in her opinion the reason is we need to be able to maintain our essential <br /> services she stated, you can't run a jail with no people to take care of the inmates <br /> and same goes for law enforcement. <br /> 4 (B) DISCUSSION AND ACTION ON FEDERAL EMERGENCY PAID SICK <br /> LEAVE-Carstensen stated the second portion is the emergency paid sick leave act <br /> where employers with 500 or less including governments are required to provide two <br /> weeks of paid sick leave for Covid-19 related events. Carstensen stated that there <br /> are two different levels to that sick leave for three of the reasons you are eligible for <br /> full pay and 2/3rds pay they are laid out in the purposed resolutions she stated. This <br /> emergency paid sick leave can work in conjunction with the FMLA as long as they <br /> are meeting the criteria. <br /> 4 (C) DISCUSSION AND POSSIBLE ACTION ON FIRST RESPONDER <br /> ADMINISTRATION LEAVE-Carstensen stated that she gets the sense from the <br /> Board that they do want to take care of their first responders who perform services <br /> for Hall County she stated that is why she proposed an Administrative leave policy. <br /> She noted that what this policy does is that since these employees are excluded <br /> from the other FMLA and Emergency sick leave acts relating to COVID-19. This <br /> would allow them some opportunity to receive some kind of benefit if they were to <br /> become sick or needed to be away from their office, this would assure that if an <br /> employee had been exposed they could stay away and not contaminate, the more <br />
