HALL COUNTY LEOP ANNEX D <br /> EMERGENCY PUBLIC INFORMATION <br /> PURPOSE <br /> This Annex establishes procedures for the rapid dissemination of emergency <br /> public information and outlines the media resources available. During an <br /> emergency/disaster, all levels of government are responsible for keeping the <br /> public informed of the situation. It is through a speedy and precise public <br /> information program that people are advised of hazards or threats and will be told <br /> of actions they need to take for their safety and survival. <br /> II. SITUATION <br /> A. Radio station KRGI in Grand Island is the Local Primary (LP-1, or LP) <br /> Emergency Alert Station for Nebraska Operational Area 2, which serves Hall <br /> County. This station broadcasts the Initial weather alerts and warnings and <br /> national emergency warnings. <br /> B. Hall County officials will primarily use electronic news media including radio, <br /> television and social media in Grand Island and Central Nebraska to <br /> broadcast emergency instructions and information directed to people within <br /> the County. <br /> C. Emergency public information cannot be disseminated in Hall County through <br /> an over-ride capability of cable programming, however, Spectrum Cable TV <br /> does provide program interrupt for EAS information. <br /> D. There are one (1) daily and one (1) Spanish newspaper published twice a <br /> month, and three (3) weekly newspapers in Hall County. Newspapers will be <br /> used for disseminating written instructions to the public. <br /> E. There are two (2) local television stations that will be used to further the <br /> emergency message and instructions to residents. See Attachment 1 for <br /> details. <br /> F. The City of Grand Island operates Grand Island Television, Charter digital <br /> channels 180 and 187 and over-the-air DTV channel 50.1. This station will <br /> also be used to disseminate the emergency message and notices to the <br /> public. <br /> G. Various local agencies and jurisdictions operate and maintain their own <br /> social media and other online resources for broadcasting emergency <br /> information. These partners will work closely with the PIO in a joint <br /> information system. <br /> D-2 <br /> 2020 <br />
