Bredthauer, Hurst, Lancaster, Quandt and
Peterson all voted yes and none voted no. Richardson and Hartman were absent.
Motion Carried.
4(b) COUNTY ATTORNEY-DISCUSSION AND POSSIBLE ACTION COMPLIANCE
WITH ELECTION SECURITY SERVICES- Carstensen stated that a few weeks ago it
was discussed that we should start monitoring our network from threats from the
outside, she stated that one of Hall County's task to complete our end of the deal is to
have all users of Hall County IT services sign an agreement essentially stating that
nothing on our servers is private. She stated this was a concern that she had brought up
with the Hall County Sheriff's dept. and the Police department on terms of
confidentiality, she stated there is a difference in privacy verses confidentiality, nothing
on our server should be private in the sense that no individual person can claim that
what they put on our server is for them and them only, it is really Hall County's property
she stated. This will be an acknowledgment by every user of Hall County IT services
that what they put on our computer or server is not private. This also allows are
monitoring services the ability to come and check for those threats, Carstensen stated
she has worked with Doug Drudik our IT director and plan to get an email together that
will go out to each individual user, this will be a one shot deal and then as new
employees come on they will complete acknowledgment at time of hire.
Lancaster- stated that is the Albert Monitor and as discussed prior this should be a
requirement that any user has to sign to be on our system, and someone not willing to
sign should not have the right to be on our system, she stated it is that serious because
we need to let people know that this is going to take place, and we want to be very
cautious about protecting the County Attorney's office and the Sheriffs office and
Corrections Dept. and the Police as well as they are on the same server. She stated
she doesn't know if it will ever come up, but she feels this should simply be a
requirement, and asked if anybody would disagree with that? Lancaster stated she
thinks they should take a step further as the Board, because this is not individual
departments IT system this is the County's IT system.
Carstensen- stated there is a policy in our Hall County Handbook that does somewhat
acknowledge this regarding social networking, it lets employees know there are
