8. 10:15 A.M. BID OPENING FOR CORRECTIONS DEPARTMENT INMATE MEDICAL - <br /> Quandt made a motion and Bredthauer seconded to open the bid for the inmate medical. <br /> Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and <br /> none voted no. Motion carried. <br /> County Clerk Marla Conley stated that they only received one bid. Mr. Bahensky stated that <br /> there are only 2 companies and both of them were contacted. <br /> The following bid was received. <br /> Advanced Correctional Healthcare, Inc. <br /> Program cost breakdown <br /> Staffing (wages & benefits) $495,779.13 85% <br /> Other Costs (med-mal insurance <br /> Advertising/recruiting, administrative costs) $ 87,505.59 15% <br /> Total $583,284.72 100% <br /> Cost per month $ 48,607.06 <br /> Quandt made a motion and Bredthauer seconded to refer the bid to Todd Bahensky and he will <br /> come back in 2 weeks with a recommendation. Bredthauer, Hartman, Hurst, Lancaster, <br /> Quandt, Peterson and Richardson all voted yes and none voted no. Motion carried. <br /> Lancaster ask Baily Gibson with GIS to come back to the meeting she read a press release <br /> stating that Baily was appointed by the governor to the GIS Council. She was appointed to fill a <br /> vacant position and hopes to be appointed to the upcoming term. This was established in 1991 <br /> to develop policies for GIS. <br /> 11 DISCUSSION & POSSIBLE ACTION REGARDING SAFETY ISSUES INVOLVING 2 <br /> MOTOR GRADERS IN LESS THAN 24 HOURS - Lancaster expressed concern that she <br /> received phone calls regarding the two motor grader incidents where chains broke when they <br /> were trying to pull the graders out. They incidents were reported to NIRMA and they will do an <br /> investigation on the incidents. <br /> Steve Riehle, County Engineer and William Rudolph union representative were present. Steve <br /> stated they were working on the snow removal and some of the drifts were deeper than <br /> expected. On Tuesday the graders were stuck and it took 2 units to pull them out they were <br /> using a 3/8 inch chain and they should have used a 1/2 inch chain. They checked with Island <br /> Supply because they provide towing equipment and they now have 1/2 inch chains. Now if a <br /> grader is stuck they will have to have a supervisor present before it can be extracted and will <br /> use the 1/2 inch chains. They have to make sure that they do not exceed the towing capacity of <br /> the chains. <br /> They had safety meetings with training and reviewed the extracting process so they will know <br /> how to handle this and they also have a publication for the vehicle extraction process. They <br /> have brought in all of the chains for inspection. All of the employees know that if they are stuck <br /> there has to be supervisor present in order to extract the units. He stated that chains are good <br /> for steady pulls but do not work for jerking methods. They are looking a purchasing recovery <br /> ropes he explained the difference between the chains, tow ropes and recovery ropes. They are <br /> 8 <br />
