Quandt made a motion and Hartman seconded to refer the bids to the public works director and <br /> come back with a recommendation today. Bredthauer, Hartman, Hurst, Lancaster, Quandt, <br /> Peterson and Richardson all voted yes and none voted no. Motion carried. <br /> 18. COMMITTEE OR BOARD MEMBER REPORTS - Bredthauer noted an article in the paper <br /> regarding the Burlington Northern Railroad and the trains stopping in Ravenna. <br /> Richardson reported that the Humane Society will be holding a fund raiser o Valentine's Day <br /> there will be a silent auction and a mind reader. <br /> Lancaster reported she attended a meeting with the Nebraska Public Employees Retirement <br /> System and explained that there are 2 sides the investment side and the administration side. <br /> The investment council is in charge of investing the dollars. The cash balance is up by 12.7% <br /> over last year and once the distributions are completed to the retirees then they could be a <br /> dividend to participants. <br /> Bredthauer stated she attended the NACO conference and talked to other counties that have a <br /> road safety committee. They review the equipment tools and work claim accounts. She has <br /> met with Rick and Doone regarding the safety manual update. <br /> Lancaster stated that at NACO they met with Richard Daly and discussion was held on conflict <br /> of interest. If there is a conflict of interest it is to be filed in writing in the County Clerk's office. It <br /> should state why and the reason the board member will not be voting. <br /> 10:05 a.m. held a 5 minute break <br /> 10:10 a.m. returned to session <br /> EXECUTIVE SESSIONS <br /> Quandt made a motion and Richardson seconded to go into executive session for#15 <br /> Personnel, #16 IT Department and #17 Sheriff Conrad Juvenile issues. These executive <br /> session are to protect the public interest and to prevent needless harm or injury to an individual. <br /> Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and <br /> none voted no. Motion carried. <br /> 15. EXECUTIVE SESSION PERSONNEL 10:01 a.m. to 10:27 a.m. <br /> 16. EXECUTIVE SESSION IT DEPARTMENT 10:29 a.m. to 11:22 a.m. <br /> 17. EXECUTIVE SESSION WITH SHERIFF CONRAD DISCUSSION REGARDING JUVENILE <br /> ISSUES 11:23 a.m. to 12:00 p.m. <br /> Bredthauer made a motion and Peterson second to go out of executive session. No other <br /> subjects were discussed no votes were taken and no action was taken. Bredthauer, Hartman, <br /> Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. Motion <br /> carried <br /> BID OPENING ON GRAVEL — Mr. Riehle check the math and the bonds and they are all in <br /> order. <br /> 6 <br />
