Quandt made a motion and Hartman seconded to refer the bids to the public works director and come back with a recommendation today. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. Motion carried. 18. COMMITTEE OR BOARD MEMBER REPORTS - Bredthauer noted an article in the paper regarding the Burlington Northern Railroad and the trains stopping in Ravenna. Richardson reported that the Humane Society will be holding a fund raiser o Valentine's Day there will be a silent auction and a mind reader. Lancaster reported she attended a meeting with the Nebraska Public Employees Retirement System and explained that there are 2 sides the investment side and the administration side. The investment council is in charge of investing the dollars. The cash balance is up by 12.7% over last year and once the distributions are completed to the retirees then they could be a dividend to participants. Bredthauer stated she attended the NACO conference and talked to other counties that have a road safety committee. They review the equipment tools and work claim accounts. She has met with Rick and Doone regarding the safety manual update. Lancaster stated that at NACO they met with Richard Daly and discussion was held on conflict of interest. If there is a conflict of interest it is to be filed in writing in the County Clerk's office. It should state why and the reason the board member will not be voting. 10:05 a.m. held a 5 minute break 10:10 a.m. returned to session EXECUTIVE SESSIONS Quandt made a motion and Richardson seconded to go into executive session for#15 Personnel, #16 IT Department and #17 Sheriff Conrad Juvenile issues. These executive session are to protect the public interest and to prevent needless harm or injury to an individual. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. Motion carried. 15. EXECUTIVE SESSION PERSONNEL 10:01 a.m. to 10:27 a.m. 16. EXECUTIVE SESSION WITH SHERIFF CONRAD DISCUSSION REGARDING JUVENILE ISSUES 11:23 a.m. to 12:00 p.m. Bredthauer made a motion and Peterson second to go out of executive session. No other subjects were discussed no votes were taken and no action was taken. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no.
