The vote on the motion to set the public hearing was taken. Bredthauer, Hartman, Hurst, <br /> Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. Motion carried. <br /> 13.DISCUSSION & POSSIBLE ACTION REGARDING PLEDGED COLLATERAL WITH <br /> PINNACLE BANK— Lancaster noted that the auditors brought this to our attention and right now <br /> there are no pledged securities for this account. Pledged securities ae required if the account <br /> balance is over $250,000. The balance on this account varies. With the county board's <br /> approval this needs to be addressed now. There was some push back from the insurance <br /> carrier and the bank. <br /> Lancaster stated that she received a letter from Five Points Bank stating that they are interested <br /> in doing business with the county because the County Treasurer changed to Five Points Bank <br /> and they do offer pledged securities and offer interest. The county clerk's accounts also change <br /> on daily basis but there is a pledged collateral for those accounts <br /> Lancaster suggested a motion to allow the County Clerk Marla Conley and herself to work on a <br /> resolution to this issue and come back with a report to the board. <br /> Hartman noted the county is obligated to make sure the dollars are safe. Can't leave the money <br /> there. <br /> Hartman made a motion and Quandt seconded to allow Pam and County Clerk Marla Conley to <br /> proceed with securing pledged collateral on the insurance claims account. <br /> Richardson questioned why Pinnacle Bank but this was the account that was set up years ago <br /> and even if the balance varies it needs to be addressed to make sure the account is covered. <br /> Quandt questioned the daily balances. County Clerk Marla Conley explained that the dollars in <br /> her account come in and are paid out quickly so she has a pledged collateral agreement with <br /> Wells Fargo Bank they monitor the account on a daily basis and adjust the amount of the <br /> pledged securities. She receives a monthly report and can check on the balance daily. She <br /> stated that she had not been getting the bank statements from Pinnacle Bank or the pledged <br /> collateral report. She contacted Mid-American and was able to get copies of the bank <br /> statements but they did not provide any pledged securities. Bredthauer, Hartman, Hurst, <br /> Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no.
