9:05 a.m. Held a Board of Equalization meeting <br /> 9:11 a.m. adjourned the Board of Equalization meeting and returned to the regular <br /> meeting. <br /> PUBLIC PARTICIPATION - Chair Lancaster called for public participation and no one <br /> responded. <br /> 8. AUTHORIZE CHAIR TO SIGN GOV.DOMAIN AUTHORIZATION LETTER— Lancaster stated <br /> that this letter put the responsibility on the Board Chair so some of the wording has been <br /> changed to reflect the County Board as a whole. <br /> Quandt made a motion and Bredthauer seconded to authorize the chair to sign the letter to <br /> Gov.Domain. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all <br /> voted yes and none voted no. Motion carried. <br /> 4.COUNTY ATTORNEY— DISCUSSION & POSSIBLE ACTION REGARDING MOU WITH <br /> NEBRASKA MEDICAL— Deputy County Attorney Sarah Carstensen reviewed this and noted <br /> that it appears to be a benefit for the citizens of Hall County for indigent residents, she add the <br /> County on page 3. It appears to be fine and will send notifications that we are complying with <br /> this. <br /> Lancaster noted that we are responsible for indigents and would know if someone is refused <br /> services. <br /> Quandt made a motion and Peterson seconded to authorize the chair to sign the MOU with <br /> Nebraska Medical. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson <br /> all voted yes and none voted no. Motion carried. <br /> 9.SET PUBLIC HEARING REGARDING ELECTED HALL COUNTY SURVEYOR FOR <br /> JANUARY 7, 2020 AT 10:00 A.M. — Peterson noted that it is a requirement to be a licensed <br /> surveyor for this office and it is an elected position this is the public hearing for the county to <br /> retain this as an elected office. <br /> Quandt made a motion and Bredthauer seconded to set the public hearing for January 7, 2020 <br /> at 10:00 a.m. Quandt note that there will be an action item following the hearing. <br /> Hartman noted that he is not sure that it should be an elected position the board could hire <br /> someone more qualified and we should have to say who the surveyor is. This is now required <br /> by state statute. <br /> Quandt stated he understand his views but it need to be an elected position we do not want to <br /> end up in court. <br /> Peterson noted this is the purpose of the public hearing to discuss it and it is an opportunity for <br /> the public to express their views. <br /> Richardson questioned when the decision would be made. The public hearing has to be held by <br /> February 1 and a decision can be made once the hearing is held. <br /> 3 <br />
