Held a 5 minute break <br /> 5 RANDY SEE JUVENILE DIVERSION DISCUSSION & POSSBILE ACTION AUTHORIZING <br /> CHAIR TO SIGN THE GRANT APPLICATION AND THE SPECIAL CONDITIONS FOR THE <br /> JUVENILE SERVICES AID PROGRAM & THE COMMUNITY BASED JUVENILE SERVICES <br /> AID ENHANCEMENT PROGRAM THROUGH THE NEBRASKA CRIME COMMISSION. <br /> Randy See provide information to the board members for the 2 grants. The community based <br /> grant is based on population and address ages between 11 and 18. The amount has been <br /> stable at $197,146. There is also the school intervention program. <br /> Lancaster thanked him for the information and noted that Judge Martin started this it is a good <br /> program and an important asset for the juveniles that get into minor scrapes. Randy stated the <br /> average about 300 kids each year. <br /> Quandt made a motion and Bredthauer seconded to authorize the chair to sign the 2 grants. <br /> Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and <br /> none voted no. Motion carried. <br /> Randy informed the board that they may have to have interpreters in the future. <br /> 8 DISUCSSION & POSSIBLE ACTION REGARDING DONIPHAN FLOOD PROJECT— <br /> Hartman expressed concern that the NRD will not take the lead on this project. Mr. Riehle is <br /> finalizing the design plans and the county surveyor surveyed the road ditches on Cedarview and <br /> Hilltop. They will work on cleaning out the ditch and address the berm. He has been working in <br /> the evenings on this project. The HOA has talked to the property owners about moving forward. <br /> He noted that the NRD will not take the lead because the feel that it is a ditch project. <br /> Hartman stated that if the NRD will not kick in they will find the additional dollars. They need to <br /> get it started. Steve stated that the HOA is taking the lead to purchase the property. <br /> Quandt noted that we want to move forward with this project. He discussed running water on <br /> both sides of the road and they liked that concept. Steve can move forward with the project 1/2 <br /> mile is county road and Steve stated it makes sense to use both ditches and this will lower the <br /> cost. Discussion was held on the culverts and they can move forward on phase 1 with the <br /> culverts Steve stated they are ready to start. <br /> Richardson expressed concern that it was stated they are 2 weeks behind but she has <br /> confidence in Steve to move forward. <br /> Quandt noted that the NRD wanted the HOA to come to the county board first. <br /> Larry Mulligan #3 Sonja Drive stated that they should have moved faster with the NRD but Mr. <br /> Miller recommended that they come to the county first and as soon as they could the met with <br /> NRD there was a communication problem. Mr. Miller thought the NRD would contribute but this <br /> is a drainage issue and the county should take care of the ditches. <br /> Peterson stated this is a moot point and they need to proceed with the next step. <br /> Lancaster noted that at the ditches were mowed but were not cleaned out and 2 weeks will not <br /> kill the project and by using both ditches it will save money. She appreciates the effort. <br /> 7 <br />
