Bredthauer noted the county board's purchasing policy. <br /> Deputy County Attorney Sarah Carstensen stated that the county policy is more restrictive and <br /> you cannot go over state statute but the formal bids can be waived by the county board and <br /> obtain 3 proposals. <br /> Peterson questioned what the budget estimate was and Steve stated it was $10,000.00. <br /> The vote to waive the formal bid process was held. Hartman, Hurst, Lancaster, Peterson and <br /> Richardson voted yes and Bredthauer and Quandt voted no. <br /> Discussion was held if the bids were to be sealed informal bids. <br /> Quandt made a motion and Bredthauer seconded to request sealed informal bids. Bredthauer, <br /> Lancaster, Peterson and Quandt voted yes. And Hartman Hurst and Richardson voted no. <br /> Motion carried. <br /> 4.9:30 A.M. INTRODUCTION OF GARY JACOBSEN WEED BOARD MEMBER — Mr. Jacobsen <br /> submitted an application for the Weed Board position. He stated that the has owned Mr. G's <br /> Car Wash since 1980 and he wanted the opportunity to get involved in something new. He <br /> stated he has attended a couple meetings and it is a good group of people and he is looking <br /> forward to the opportunity to serve. <br /> PUBLIC PARTICPATION — Chair Lancaster called for public participation and no one <br /> responded. She stated that after the meeting 2 weeks ago it may be wise to limit public <br /> participation to 3 to 5 minutes. It could be placed on the agenda. <br /> 7. DISCUSSION & POSSIBLE ACTION ON CWA GRIEVANCES CWA PRESIDENT AL OGG <br /> AND CWA REPRESENTATIVE WILL RUDOLPH - Mr. Ogg and Mr. Rudolph were present. <br /> They have requested the opportunity to have a committee to address the issues in the formal <br /> grievance that was filled to try and come to a resolution before the formal grievance hearing. <br /> The grievance addresses the establishment of the safety committee that was agreed on during <br /> the contract negotiations and the vacant position of an equipment operator and the proposed <br /> new foreman position. <br /> Lancaster stated that this has not been requested before. They are proposed 2 people to serve <br /> on this committee. Deputy County Attorney stated that the union has requested to have this <br /> committee. Mr. Rudolph stated they would like to work with them to resolve this. <br /> Lancaster ask if it would be possible to have 2 weeks to have the committee work on this issue. <br /> Lancaster stated that there was a good relationship and good discussion during the union <br /> negotiations and it was understood this would be resolved. She stated that Deputy County <br /> Attorney Sarah Carstensen and Karen Bredthauer will serve on the committee. Sarah stated <br /> that the union requested to work toward an informal resolution <br /> Quandt expressed concern that this was part of the union contract to address these issues and <br /> it has not happened. <br /> 5 <br />
