6. DISCUSSION & POSSIBLE ACTION REGARDING WEED BOARD POSITION <br /> APPOINTMENT OF GARY JACOBSON -the Board received one application for the weed <br /> board position. Hartman made a motion and Quandt seconded to appoint Gary Jacobsen to the <br /> Weed Board. Mr. Jacobsen will be invited to come to the October 15, 2019 board meeting. <br /> Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and <br /> none voted no. Motion carried. <br /> 7. DISCUSS & TAKE ACTION REGARDING CONSTITUENTS CONCERN OVER THE <br /> CONDITION OF THE COURTHOUSE WALLS — Lancaster stated that this is the second time <br /> this has been brought forward. The County has spent $1 million dollars on the HVAC project <br /> and now they're looking at the fire suppression system this could be addressed at the same <br /> time. This needs attention no action was taken a year ago. She ask Gary to talk to Building & <br /> Grounds. <br /> COMMITTEE OR BOARD MEMBER REPORTS — Richardson reported she attend an event at <br /> Stuhr Museum they used local vendors and it was a huge success and they have set a date for <br /> next year. <br /> Lancaster stated she took part in a webinar regarding the retirement board and forwarded some <br /> of the information to NACO it pointed out you could be personally liable if you do not act in the <br /> best interest for the taxpayers. The board has a fiduciary responsibilities for the taxpayers. <br /> Bredthauer stated she and Ron Peterson attended the transit meeting. They were discussion <br /> the different routes to Hastings and Kearney. The big key to this will be the funding. <br /> Quandt sated the board received an invitation from the Grand Generation Center and expressed <br /> concern if there would be a quorum. Discussion was held and only 3 members can attend. <br /> 10:30 a.m. Held a Board of Corrections meeting. <br /> 10:37 a.m. Adjourned the Board of Corrections meeting and returned to the regular meeting <br /> 11. FACILITIES —A) COMPOST SURVEY AND DISCUSSION — Mr. Humphrey provided the <br /> Board with the survey information. Most of the evaluations were done within 130 feet of the site. <br /> He stated they drove around and stopped on the downwind side and you can smell it. <br /> Hartman expressed concern that they are dumping 1 load a day not 7 or 8. Hartman it's <br /> not like 10 loads a day <br /> Peteson stated the committee has been diligent about being there and they're trying to <br /> be open minded and honest. There have been some concerns but he feel the test is a <br /> good idea. They e getting involved and Andrew and John are working to do this the <br /> best way to do it. <br /> Richardson questioned what percentage the test plot rows compared to the full amount. <br /> Peterson stated that each day is a windrow that has 7 or 8 loads and there would be 21 <br /> windrow working piles it would be about 7%. <br /> 5 <br />
