Hartman noted that keno funds were to be for community betterment. <br /> Ms. Bosselman stated that the big thing now is online gaming. She noted bankshotgames.com. <br /> Quandt asked about the proceeds from those games and Ms. Bosselman stated that they are <br /> contractual. <br /> Hartman ask if it is more than the keno games and she stated she does not know the <br /> percentages. <br /> Lancaster noted that keno is charitable gaming and it is self- imposed that county supervisors <br /> do not play the games because it is their game. Hall County would not have the right to <br /> regulate it because it is not charitable gaming. <br /> Ms. Bosselman stated that the Department of Revenue would determine how it would be <br /> regulated and there is to be information on the Secretary of State web site. <br /> Lancaster noted that if gambling is voted in then it is out of the county's hands. <br /> County Attorney Marty Klein stated that LB 538 also addresses the gaming and it was amended <br /> numerous times. <br /> Lancaster stated that she talked to Mr. Gier who is a state employee under the charitable <br /> gaming division in the department of revenue. She ask if the board would like to have him come <br /> to a meeting. <br /> Hartman stated that they could wait until it is final. <br /> 5.9:30 A.M. PUBLIC HEARING FOR RISE BROADBAND FOR A CONDITIONAL USE PERMIT <br /> FOR WIRELESS BROADBAND TOWER - Quandt made a motion and Bredthauer seconded <br /> to open the public hearing. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson, and <br /> Richardson all voted yes and none voted no. Motion carried. <br /> Mr. Humphrey stated that this is the request to install a new internet tower located <br /> approximately 1/2 mile east of the Hwy 11 and 33 road intersection in Hall County. This <br /> application for the tower is to improve internet services in the rural area. They currently have <br /> towers in the city of Grand Island. John Kruse with Rise Broadband was present to answer any <br /> questions from the board. Mr. Humphrey stated that he has not received any calls and he has <br /> all of the necessary documents. <br /> Chair Lancaster called for question and no one responded. <br /> Quandt made a motion and Bredthauer seconded to close the public hearing. Bredthauer, <br /> Hartman, Hurst, Lancaster, Quandt, Peterson, and Richardson all voted yes and none voted no. <br /> Motion carried. <br /> 5 B) DISCUSSION & POSSIBLE ACTION TO APPROVE RESOLUTION FOR CONDITIONAL <br /> USE PERMIT FOR RISE BROADBAND —Quandt made a motion and Bredthauer seconded to <br /> approve the conditional use permit for Rise Broadband Resolution #19- 172. <br /> 4 <br />
