BID OPENING FOR ASPHALTIC RESURFACING PROJECT C40(469) Mr. Riehle reviewed the <br /> bids and he is recommending to award the bid to Gary Smith Construction for $313,970.00. <br /> Quandt made a motion and Hartman seconded to award the bid to Gary Smith Construction for <br /> $313,970.00. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all <br /> voted yes and none voted no. Motion carried <br /> 9. PUBLIC WORKS —A) DISCUSSION & CONSIDERATION OF CHANGE TO <br /> ORGANIZATIONAL STRUCTURE FOR PUBLIC WORKS DEPARTMENT— Steve Riehle <br /> provided a copy of the proposed organization chart for the public works department to the board <br /> members. He currently has an opening for the assistant pubic works director and he is <br /> proposing to consider flattening the organizational chart for the department. He would eliminate <br /> the assistant director position and reduce the levels of management and improve <br /> communication. He would add a foreman for motor grader route operators to improve <br /> communication with management. The duties of the assistant director will be distributed to the <br /> director and the 3 foreman. Steve stated he would promote from within by interviewing and <br /> moving an existing employee to the new foreman positon. That would create a vacant position <br /> and save the county an estimated $75,000 per year in salary and benefits. <br /> He would change the job description for the 3 foreman and recommend an hourly wage range. <br /> Then take the job descriptions to the classification committee for a recommendation to the <br /> county board. He feels this will increase efficiency and teamwork in the department. The <br /> number of employees would be reduced to 33. <br /> Bredthauer ask if the foreman would have the training to run a motor grader and if there would <br /> be an increase in salary. Steve stated he would be a working foreman and would pick up <br /> additional duties and be responsible for scheduling projects. He suggested a $500.00 a year <br /> increase in salary. <br /> Steve stated there would be Jackie Hetrick as the executive assistant and Janet is also in the <br /> office and the janitor. Then there would be the 4 foremen. <br /> Lancaster expressed concern that there would be 6 administration positions managing 24 <br /> production people. She expressed concern that things are not getting done and there needs to <br /> be better management. <br /> Hartman stated they foreman would be working foreman. The union should not tell us what to <br /> do this is a good deal. He also stated that they're looking at the surplus property and it will be <br /> going to auction or to Big Iron. They are talking about saving money and he thinks the plan that <br /> the board needs to look at all entities. The union should not be involved in the day to day <br /> operations. Steve has put together will work. <br /> Hartman made a motion and Richardson seconded to approve the organization structure for the <br /> public works department. <br /> Bredthauer ask County Sheriff Rick Conrad how many sergeants he has in place. Sheriff <br /> Conrad explained the administration at the Sheriffs office. He has one for each shift. <br /> 10 <br />
