Hartman stated he wants separate motions but they can have the discussion together.
Andrew in favor of the project and does not have any additional information but there is a
proposal for a 90 day trail. This will bring $1.75 million dollars to the tax base, they will spend
$1.2 million on fuel, parts and labor, and there would be $8.4 million dollars recirculated in the
county. This is a trail process so people can see what it can and cannot do they deserve the
opportunity to see it.
John Ditter 705 W 6th Road Giltner he reviewed the process the truck will follow there will be
2.4 cubic yards per ton and the products will be in 2 windrows and they will run the full process
for the compost in the trail site. They will develop a committee develop an audit sheet to gather
the information and educate everyone on the material and the process. They need the actual
information. The members will have the information to deny or approve the process and will
contact the board with the information.
Andrew stated it is important to give support to the trial JBS is a bid employer and Hall County
support agriculture.
Hartman questioned if JBS kills 23% of the cattle in Nebraska. Lancaster stated she talked to
Dick and contacted cattle feeders. JBS dills 1.3 million cattle a year they do not own their own
feed lots or cattle
Richardson questioned if the members of the committee will come back and address the issue
again so this will be an educational experience.
Hartman questioned if this is different that the plan in Norfolk and they do not have that
information
Andrew stated that he did go to Michigan where they have the exact same process and they sat
in the facility and ate lunch.
Bredthauer questioned if this is the same product that is used at Stanton and John stated it is
different because they take out the water and the blood but they do not press the paunch and
take out the grease.
Hartman questioned if David City still gets the bad stuff and they do they want to use the
product here.
Bredthauer noted the blood, water and oil are extracted so it is a different process that is why
they want to do a trail. She noted that there are people here that can join the committee.
Lancaster stated that she visited the Stanton site. Hall County has had bad experience with
paunch. When they were in Stanton when a mile away it smells but when you go farther away it
is less offensive. We still have some smell if the wind is in the right direction now. We are an
ag county and it matters and as an employer it matters to JBS. They are offering an opportunity
to see what the county thinks and the county board would have the final say with input from the
neighbors and the committee. This is a reasonable consideration.
7
