us regarding 8 county region, she had concerns and talked to Theresa about federal funding <br /> and the effect this might have and if there were any interruptions of funds at this point. <br /> Carstensen mentioned that she did look over the Interlocal agreement, she stated there would <br /> be no interruptions of funds and no risk of losing money at this time, and recommended that the <br /> Board have a contact person to have better communication with MAA and their Board. <br /> Lancaster stated best to come back to this and put if off for 2 weeks and invite Casey in for <br /> information and Senior Citizens as well. <br /> Quandt stated that we are paying more money 70,000 last year and 20,000 on top of that <br /> people aren't getting meals, he stated we are putting out more money and people are getting <br /> less meals, he said we are not doing our elderly justice. <br /> Lancaster stated that last year when sitting on the Board for MAA there was a mis- step for <br /> 20,000 that did go to Senior Citizens Industries; she stated we had adequate dollars to buy <br /> supplies for meals and so on. So many things go along with this, clean facility, cleaning people, <br /> staffing, so many things are inter twined. She stated if the Board is willing to have Casey come <br /> in and state her case we can state ours, she said if transparency is better the trust level will be <br /> much better. Lancaster stated the ultimate goal is fighting and caring for our elderly. <br /> 10 A) PUBLIC WORKS PLACE ON FILE 2018-2019 ANNUAL REPORT <br /> Quandt made a motion to accept and place on file the 2018-2019 annual report for Road Dept. <br /> Karen seconded the motion. Bredthauer, Hurst, Lancaster, Quandt, Peterson voted yes, none <br /> voted no. Richardson and Hartman were both absent. Motion carried. <br /> 10 B) DISCUSSION & CONSIDERATION OF SETTING BID OPENING FOR FALL <br /> RESURFACING FOR AUGUST 20, 2019 AT 10:30am <br /> Steve Riehle stated he would like the Board to consider approval of project number 1 this fall <br /> and consider the balance be used this spring. He stated that in 18-19 there was 1,000.033.00 in <br /> the budget last year there was 1,000.065.00 and he has 1.4 million worth of projects that are at <br /> the top of his list starting with Old Potash Hwy being first on list this fall due to the condition of <br /> the road and how rough it is, the rest of the roads he said they can work on getting them <br /> scheduled to do patching on them and to get them up to shape. He also stated another road <br /> that is not on list, but that would have been near top of his list is Gunbarrel road and Husker <br /> Hwy it goes around a curve north of Stolley Park road but half of the road is Merrick County and <br /> they indicated they will not be participating in any projects until fall of 2020. Reihle stated he is <br /> asking the Board to consider moving forward with project 1 on Old Potash Hwy this fall. Riehle <br /> stated that he is not quite convinced with J.I.L. argument that coldness caused the roughness <br /> on Wood River road but setting the bid opening in 4 weeks will allow for the completion of the <br /> little over 2 miles of Old Potash they can get work done in September while it is still good and <br /> warm instead of October. <br /> Quandt-asked the question are we having problems with the last piece of road now too? <br /> Reihle stated that Ron Baldwin with J.I.L. was here, but had to leave. He said we are fortunate <br /> because temperatures have been on our side, and they did make adjustments to their rolling <br /> pattern. Reihle stated he drove by on Friday and again on Monday and the problem looked as if <br /> it had been fixed. He mentioned that if J.I.L. bids on fall project that paver that was previously <br /> used he will make sure they don't use until some adjustments have been made; he said he may <br /> still pull the trigger on formal smoothness test, without cost to the County. <br /> 8 <br />
