Bredthauer spoke about visiting the Site in Stanton, she stated she said she really didn't notice <br /> an odor. Bredthauer questioned DEQ plan and team. She asked how fast DEQ could be there if <br /> she got a call from a home owner about regulations. <br /> Mr. Hazard stated that there would be a response from the DEQ within a day or two. <br /> Bredthauer asked if there would be a road plan for the trucks? Mr. Woitaszewski replied he <br /> would use Husker when loaded and then 190th. If roads were terrible he said he would not use <br /> them. <br /> Hartman stated that he is not for it and they are just blowing smoke, he mentioned this is not his <br /> first rodeo and he has been around it and don't care what anyone says that it does in fact stink, <br /> he stated nobody wants it and nobody deserves it. He stated he is going to make a motion to <br /> deny it here on out. <br /> Lancaster stated she did go to Stanton site as well and yes there was an odor she said, but <br /> from a distance no it was not foul, no more than a feed lot she added. She stated in the Ag <br /> society you expect positives and negatives. She thanked everyone for being there. <br /> Quandt made a motion and Bredthauer seconded to close the Public Hearing. <br /> Bredthauer, Hurst, Lancaster, Quandt, and Peterson all voted yes, none voted no. Richardson <br /> was absent. Motion Carried. <br /> Held a 5 minute break <br /> Resume meeting <br /> Lancaster called the meeting back to order <br /> Lancaster stated that the Board needs to discuss conditional use permit <br /> Chad Nabity heard concerns and testimony he stated board could put conditions on permit, and <br /> they would have to meet all regulations or it would be pulled. He mentioned it could address <br /> particular roads on permit, request 5 year permit. He recommends the board either way to state <br /> why they do or do not approve when time comes. <br /> Peterson stated there would be more conditions to put on if they approve, he feels he need <br /> more time to digest it all and there should be a full board to make this decision. He feels it is <br /> best to table this until Jane Richardson is back and they should get a full list of requirements. <br /> Quandt agreed that Jane should be there to vote <br /> Hartman stated that there is a room full of people and we can't vote against them. He noted <br /> these people are good people and they don't want it. <br /> Ron made a motion to table the decision on the public hearing for Smart Soil LLC Andrew <br /> Woitaszewski composting facility for two weeks and get conditions and resolution. Karen <br /> seconded the motion. <br /> Bredthauer, Hartman, Hurst, Lancaster, Quandt, and Peterson all voted yes, none voted no. <br /> Richardson was absent. Motion carried. <br /> 6 <br />
