Motion carried. <br /> Lancaster noted that the county has an investment in the Courthouse building when they made <br /> the decision to do the HVAC system. The community does not want to tear the building down. <br /> The dollars that are committed are no wasted. <br /> B. Loran stated he talked to the zoning administrator in Buffalo County Public hearing for the <br /> compost facility for smart Soil LLC will also affect property owners in Buffalo County everyone <br /> one needs to be informed. Loran called Andrew and he will set up a meeting to answer some <br /> questions regarding the project. <br /> Held a 5 minute break. <br /> D) DISCUSSION & POSSIBLE ACTION ON MOVING CONDITIONAL USE PERMITS BACK <br /> TO FACILITIES DEPARTMENT— Mr. Hurst stated that they were trying to solve a problem that <br /> does not exist and he wants to leave the conditional use permits where they and if they need to <br /> address the compensation they can address that. <br /> Bredthauer stated that she did so research and there are 5, 10, and 20 year conditional use <br /> permits. The fee is $500.00 and only collected once. She noted the following. <br /> 2017 no letters sent out <br /> 2018 5 letters sent out <br /> 2019 4 letters sent out <br /> 2020 2 will be 2 letters <br /> She expressed concern that this not correct. Something needs to be done. The compensation <br /> it $6,000.00 a year that is $1,500.00 a letter and if you compare the costs of the salaries and the <br /> cost of the fees collected this does not feel good. <br /> Richardson noted this is an unfair description it is not just a letter and this would be frustrating to <br /> the employees. It is not based on how many letters and you cannot base on compensation on <br /> how much is collected. Janet O'Malley stated that there may be 15 to 50 letters for each of the <br /> hearings for conditional use permits. The letters are sent to all adjacent owners. <br /> Peterson questioned why there is a difference on the number of years for the conditional use <br /> permits. It was explained that some of the permits are from previous years and the O'Neill <br /> permit was 7 years because of DEQ requirements. The 20 year permits are expiring and now <br /> there are just 5 year permits. Peterson questioned why it is not an annual fee. He noted that <br /> that they should charge on what it cost to administer the program. <br /> Bredthauer expressed concern that the wages were increased because they received the cola <br /> increases. <br /> Hartman noted some of the smaller ones are asphalt companies. Lancaster also noted that the <br /> gravel company's re also 5 years. <br /> Bredthauer expressed concern that the fees are upside down and out of balance. She also <br /> noted that the conditional use permits should be with the building inspector. <br /> 8 <br />
