BID OPENING — Mr. Humphrey reviewed the bid. Quandt made a motion and Bredthauer <br /> seconded to accept the bid from Lacy construction for $29,607.20 for the ADA remodeling at the <br /> DHHS Building. Bredthauer, Hartman, Hurst, Lancaster, Peterson, Quandt and Richardson all <br /> voted yes and none voted no. Motion carried. <br /> 13. DISCUSSION & POSSIBLE ACTION REGARDING UPDATE FROM COUNTY SHERIFF <br /> REGARDING HUMANE SOCIETY - Sheriff Conrad stated that there were some issue with the <br /> Humane society but the board has stepped up and addressed the issues. Tammy Allen has <br /> been getting projects going. They held a vaccination clinic in Alda and issued 99 licenses. <br /> Things are going better even though they have taken a beating on social media. <br /> Jacklyn Harvey is the new director and Chris Ribeiro was also present. This is her second day <br /> on the job. She stated they have 3 animal control officers. They are working hard to restore the <br /> professionalism. They are bringing people on board who care like Tammy Allen and volunteers <br /> like Mike Cleary. They are handling the calls so it does not tie up a deputy sheriff. They <br /> appreciate the Sheriff's support and are working hard to be a proactive force in the community <br /> to prevent issues <br /> Quandt noted some of the negative comments on how the animals are being treated. They are <br /> taking step to fix the issues. <br /> Richardson stated she is the board liaison and there are some volunteers that have put an <br /> immense amount of time and energy to improve the place. They are also working on the fund <br /> raisers. <br /> Hartman expressed concern on the issues in Wood River. Jackie stated they are working hard <br /> to make the society transparent and honest. <br /> 6. WEED DEPARTMENT UPDATE <br /> APPROVE & AUTHORIZE CHAIR TO SIGN INTERLOCAL AGREEMENT WITH HOWARD <br /> COUNTY FOR WEED CONTROL SERVICES — Rob Schultz was present and has the signed <br /> Howard County Weed Control Agreement and is asking the board's approval. The agreement <br /> was increased to $25,000.00 for the fiscal year. It is the same as last year but the amount was <br /> changed. <br /> Quandt made a motion and Bredthauer seconded to authorize the chair to sign the interlocal <br /> agreement with Howard County for the weed control services. Bredthauer, Hartman, Hurst, <br /> Lancaster, Peterson, Quandt and Richardson all voted yes and none voted no. Motion carried. <br /> 22 DISCUSSION & POSSIBLE ACTION REGARDING DRAINAGE ON MEADOW LANE <br /> SUBDIVISION — Steve Riehle stated they have been looking at various drainage issues <br /> and looked at Meadow Lane they did address Farmstead Drive and there was a culvert <br /> installed. There is a cornfield on the north edge of Meadow Lane and there is water in the <br /> cornfield they have talked to the neighbors, the NRD and the Planning Commission to set up a <br /> joint project to address the drainage issues. <br /> There is concern on the drainage on some commercial property it is a crushed concrete parking <br /> lot and they need to build a detention pond. He has a letter to send to them to start the <br /> construction of the cell. They still have to do some ditch drainage and remove some trees. <br /> They would have to dedicated easement for the storm water drainage. He would like to send <br /> 9 <br />
