Quandt made a motion and Bredthauer seconded to develop the retaliation /whistle blower <br /> policy. Bredthauer, Hartman, Hurst, Lancaster, Peterson, Quandt and Richardson all voted yes <br /> and none voted no. Motion carried. <br /> 6. FACILITIES —A) FRED HOTZ & BRAD KISSLER FIRE SUPPRESSION DISCUSSION & <br /> POSSIBLE ACTION —The ad hoc committee met and from the meeting thee ae two options 2 <br /> egress off of the third floor but that there would be the inmates and the ADA issues or the fire <br /> suppression system. <br /> Mr. Hotz stated he considered the egress and the sprinkler system. Bredthauer noted that she <br /> surveyed 14 counties 1 and torn down the old building and 12 of them had some type of outside <br /> egress system or two sets of stairs. She also ask if Fred and Craig discussed this if interior <br /> egress it would have to have sprinkle system and when discussed the ADA and inmates use of <br /> the courthouse getting more and more sprinkler should be installed. <br /> Quandt they have to move forward, space is a commodity in the Courthouse and noted the <br /> large number of inmate on the 3rd floor. He also expressed concern the judges will need more <br /> courtrooms the board needs to work with Brad Kissler for some type of egress and give him <br /> some direction regarding outside steps. <br /> Jane ask if in a wheel chair what is the plan if only outside steps Mr. Hotz if there isn't an ADA <br /> egress they rely on people to help them down the steps . Richardson ask about an area that <br /> could be sprinkled and he stated that is not an option. <br /> Bredthauer they said the steps are not ADA off of the top floor. This is an old building and the <br /> county did choose to restore the building. We have to move forward and get it started. <br /> Lancaster stated they also need direction and maybe others are smaller counties. She has a <br /> concern that a person would be left and she has a concern on safety. She ask if they could do <br /> fire suppression in stages it may be more expensive need to know the options the community <br /> wants to preserve the Courthouse. She looked at some of the fire suppression equipment but <br /> there also has to be a water line. <br /> Peterson ask if an outside exit could have a landing and could sit to wait for help. That is called <br /> an area of refuge. Mr. Hotz has to meet codes and make sure they would be safe. <br /> Quandt stated he is not promoting an addition to the Courthouse but the problem is the third <br /> floor is there a way to remedy this in a few years the judges will need more court rooms if you <br /> do an addition it would eliminate the congestion on the third floor. He gave copies of the 2014 <br /> study we have outgrown the Courthouse <br /> Hartman noted the early release and if that happens there may be less people in the <br /> Courthouse. <br /> Hurst stated that they have to address the windows in the Court house and now the fire <br /> suppression it is time to look at a new Courthouse they have the heating and cooling and with <br /> the rotunda there is no additional office space. It is kicking a can down the road and you keep <br /> throwing money into the building. There will never be any more room. He feels the $1 million <br /> for the fire suppression is ridiculous. <br /> 6 <br />
