Richardson made a motion and Hartman seconded to authorize the Chair to sign the resolution <br /> on BO 7040(25).Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all <br /> voted yes and none voted no. Motion carried. <br /> b) DISCUSSION & CONSIDERATION OF REFERRAL OF HALL COUNTY'S 1 & 6 YEAR <br /> ROAD PROGRAM TO THE HALL COUNTY REGIONAL PLANNING COMMISSION — Steve <br /> Riehle stated that they may have not done this in the past but he is asking the County Board to <br /> refer the 1 & 6 Program to the Regional Planning Commission and then it will come back to the <br /> county for the public hearing. Steve and Dick have discussed the asphalt projects. <br /> Peterson questioned the order for the 1 & 6. Steve stated this creates an order it will go to <br /> Regional Planning and they will bring forward a recommendation. Bredthauer noted the <br /> members on the Regional Planning Commission. <br /> Richardson made a motion and Quandt seconded to refer the 1 & 6 Road Program to the <br /> Regional Planning Commission. Motion carried. <br /> Bredthauer requested an update on the 70th Road Bridge and the Skypark Bridge. Steve stated <br /> they have the wetlands completed and he completed the profile for 70th bridge and they have <br /> made changes to the agreement with Olsson's for the Skypark Bridge and they have not met <br /> with them yet. Bredthauer expressed concern on all of the construction that will be coming up <br /> and stressed it is important to address these. <br /> Quandt ask about the condition of the roads and Steve stated they have been putting out gravel <br /> and address the asphalt roads but were chased by rain again. Sheriff Watson stated that <br /> Skypark Road was good this morning. <br /> 9 FACILITIES —A) DISCUSSION & POSSIBLE ACTION REGARDING AD HOC COMMITTEE <br /> REGARDING COURT HOUSE FIRE SAFETY ISSUE - The ad hoc committee met regarding <br /> the fire suppression. Discussion was held on fire escapes on both sides of the building. The <br /> State Historical Society recommended exterior fire escapes and suggested hiring Jerry <br /> Berggren because of his work on historical buildings. A number of options were discussed. <br /> They discussed ADA issues and the issue of people in wheel chairs and inmates. They <br /> discussed having a safe place for people to go. <br /> If there was a fire the smoke would come up the rhonda so there would need to be two fire <br /> escapes but then there would be the security issues. Karen distributed pictures of other <br /> Courthouse fire escapes and discussion was held to contact other counties to see what they <br /> have done. Lancaster suggested that NACO could be a resource for that information. <br /> Richardson expressed concern on the ADA aspect and how the people in wheel chairs could <br /> get out. Mr. Hotz stated they could be taken to a safe area and wait until the fire department <br /> could rescue them. <br /> Quandt noted that there 2 issues the fire escapes and the fact that there would have to be a 6 <br /> inch water line for the fire suppression and additional pumps to get the water to the third floor. <br /> He suggested hiring a local architect to address the fire suppression in the Courthouse <br /> 4 <br />
