9:05 a.m. Held a Board of Equalization meeting <br /> 9:21 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC PARTICIPATION - Jay Vavricek requested to address the board. He reminded them <br /> that the City Council will be addressing the issue of the Grand Island Veterans home at the <br /> study session tonight and he encouraged the board members to attend. <br /> Lancaster thanked Jay for coming. She noted that the board members can attend; they are not <br /> making any decisions or in the discussion. Pam, Gary and Don Shuda and met with the Mayor <br /> Steele and Jerry Janulewicz regarding this. They discussed a joint meeting but the joint session <br /> is not planned at this time. There was a document that was signed years ago but the county did <br /> not get a copy. There is a city council study session tonight and they can look at the agenda <br /> items. <br /> Richardson ask the time and Jay stated it is at 7:00 p.m. <br /> Quandt noted that they used the term to "repurpose the property" we lost the home to Kearney <br /> but this may be an opportunity to give the veterans use of the facilities. <br /> Jay noted that there were to be 2 phases phase 1 was the cemetery and the farm ground and <br /> phase 2 was the campus and how it is used. They need more than cosmetics to honor the <br /> veterans. Lancaster stated there needs to be local input. <br /> Hartman expressed concern that they may be coming in after the doors are closed. Lancaster <br /> stated that nothing has taken place in 4 years. <br /> COUNTY ATTORNEY — Deputy County Attorney Sarah Carstensen stated that she received an <br /> e mail from Doug Drudik regarding adding 14 staff members to the Spillman program but there <br /> would be a cost of$6,500.00 annually to add the users to the law enforcement costs . When <br /> the request was made they did not know the cost. She stated they will discuss this and they if <br /> there may be other alternatives that they are looking. <br /> 5.9:30 A.M. BID OPENING CAAP PROPERTY LEASE - Quandt made a motion and Peterson <br /> seconded to open the bids for the CAAP property alfalfa lease. Bredthauer, Hartman, Hurst, <br /> Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. Motion carried. <br /> County Clerk Marla Conley stated she did not receive any bids. <br /> Discussion was held and it was advertised and placed on the web site. <br /> Hartman expressed concern if you do not read the fine print you will not see it. Conley stated <br /> that she did have one person come in and request a copy of the lease but did not return a bid. <br /> Lancaster questioned if the board wanted to rebid it. <br /> Hartman made a motion and Quandt seconded to re-advertise the CAAP property lease for the <br /> alfalfa. Quandt noted there should be a time set. The South Locust farm lease is set for April <br /> 16 at 9:30 so it could be advertised for the April 16 at 9:45 a.m. Bredthauer, Hartman, Hurst, <br /> Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no.
