Quandt made a motion and Peterson seconded to table this for two weeks. Marty stated thee is <br /> a concern on the time frame and they need to get if filled. They do not want to jeopardize the <br /> grant. <br /> Lancaster ask if it was offered to other counties and Marty stated that it was offered to North <br /> Platte and they refused but they would like to make it more centralized. <br /> Marty stated that there are concerns that this may not be an independent contractor. Sarah <br /> stated that the IRS has a 20 point check list and if someone is misclassified it could result in <br /> fines or penalties. <br /> Bredthauer noted that Mr. Kelly asserted that is was an independent contractor. <br /> Lancaster stated she contracted Stacey and there are a couple of options to fund this position. <br /> Mr. Peterson stated he is familiar with independent contractors and there can be penalties. One <br /> issue is that you cannot set hours and how much control does the employer have if there is <br /> some control then the person is an employee. <br /> Marty stated that when he was in that position he was in Hall County once a week. He was <br /> going to recommend approving this but they need to address the questions. He is a very strong <br /> supporter and it is an important position for our county. <br /> The vote was taken to delay action on this item. Bredthauer, Hartman, Hurst, Lancaster, <br /> Peterson, Quandt and Richardson all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION Chairman Lancaster called for public participation and no one <br /> responded. <br /> 8. JON ROSENLUND DISCUSSION & POSSIBLE ACTION TO APPROVE ADDENDUM TO <br /> INTERLOCAL AGREEMENT FOR THE EAST CENTRAL 911 GROUP Emergency <br /> Management Director Jon Rosenlund stated this is an addendum to the interlocal agreement. <br /> They are requesting to be part of the agreement. The City of Grand Island and Hall County <br /> already hosts call routing equipment and will be installing upgraded equipment in the new GIEC <br /> PSAP (public safety answering point) facility. GIEC will pay for moving the EC911 equipment <br /> from Columbus water tower to GIEC and house the node in the Grand Island City Hall alternate <br /> PSAP facility. This will be completed in the spring of 2019. He stated there were originally 7 <br /> counties, Boone, Butler, Merrick Nance, Polk and Saunders and the City of Columbus and <br /> Hamilton County and with this addendum Hall County will also join. Jon has 2 original copies <br /> for the board to sign and he will be getting the signature from all of the other counties. <br /> Jane noted now there will be 9 counties. <br /> Hartman made a motion and Bredthauer seconded to approve the addendum to the interlocal <br /> agreement for the East Central Region 911 group. Bredthauer, Hartman, Hurst, Lancaster, <br /> Peterson, Quandt and Richardson all voted yes and none voted no. Motion carried. <br /> Lancaster stated that Hall County had received information from Sandy Benson regarding a <br /> community wildfire planning region and this was forwarded to Mr. Rosenlund. He stated that he <br /> will work on this and stated that he would also like to reach out to a rural fire department to see <br /> 4 <br />
