9:05 a.m. Held a Board of Equalization meeting. <br /> 9:15 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> 14. CORRECTIONS (LANCASTER) —A) DISCUSSION & POSSIBLE ACTION REGARDING <br /> PURCHASE OF 4 GUARDIAN UNITS IN THE AMOUNT OF $7,210.00 — Correction Director <br /> Todd Bahensky was provided information to the board regarding the purchase of the Guardian <br /> units. This is a hand held unit that the officers use when they are doing the security checks. <br /> They scan the tag and it shows who is in the cells, time and location. It is an excellent tool to <br /> provide information when the checks are done. He has dollars set aside for this purchase. The <br /> units are aging and need to be replaced. It is over the $5000.00 but it is a single source <br /> purchase and could get other units but they would have to load the software and by using these <br /> units there is support. <br /> Bredthauer made a motion and Quandt seconded to allow the purchase of the guardian units in <br /> the amount of $7,210.00 they are a single source purchase. <br /> Hartman expressed concern on the purchase. These are a security issue for the jail and Todd <br /> stated they will receive some trade in value. Bredthauer, Hartman, Hurst, Lancaster, Peterson, <br /> Quandt and Richardson all voted yes and none voted no. Motion carried. <br /> B) DISCUSSION AND POSSIBLE ACTION TO APPROVE DEVELOPING A PLAN FOR <br /> DEPARTMENT OF CORRECTIONS TO WORK WITH COUNTY IT DEPARTMENT & <br /> BUILDING & GROUNDS ON THE SECURITY CAMERA PROJECT - Mr. Bahensky stated that <br /> they are working on the RFP for the camera system but one issue that needs to be addressed is <br /> the wiring. They are taking out an old analog system and using the new cat 5 wiring. He has <br /> discussed this issue with Doug Drudik and they would like to see if they can do some of the <br /> work in-house. They have also talked to Heartland Electric they are the company that did the <br /> wiring at the jail and he would like to work with them. The quotes that he has received are high <br /> and it is difficult to move forward with the project <br /> Lancaster noted that there were dollars put away for the hardware but not the wiring and the <br /> thought was to work together to do some of the work. There may be some overtime but it would <br /> still save dollar then to outsource the work. <br /> Bredthauer made a motion and Hurst seconded to allow the Corrections Department to work <br /> with the IT Department on a plan to do the work in house. Bredthauer, Hartman, Hurst, <br /> Lancaster, Peterson, Quandt and Richardson all voted yes and none voted no. Motion carried. <br /> 4. COUNTY ATTORNEY — a) DISCUSSION AND POSSIBLE ACTION REGARDING <br /> SAUSA/HIDTA GRANT/INDEPENDENT CONTRACTOR — County Attorney Marty Klein stated <br /> that they reviewed the proposed agreement but there are a number of questions if this would be <br /> an independent contractor. If it is not an independent contractor the county could be <br /> responsible to pay for benefits. There is also the question of how this would be funded. There <br /> has to be a budget so would it start in July with the new fiscal year or would the county have to <br /> amend the current budget. There is also the issue of the delay for the reimbursement payments <br /> of 60 days. The county would have to make the payments and then be reimbursed. He stated <br /> that there a few items that need to be addressed so he would like to table this and consider it in <br /> a couple of weeks. <br /> 3 <br />
