This policy is more restrictive than state statute and the board does have the opportunity to set <br /> a policy that is more restrictive. <br /> • If the value of the purchase is $50,000.00 or more utilize the competitive sealed bidding <br /> process as per state statute <br /> • If the purchase is $10,000.00 or more but less than $50,000.00 unless waived use the <br /> competitive sealed bidding process if waived obtain three informal sealed bids <br /> • If the purchase is $5,000.00 or more but less than $10,000.00 , unless waived obtain 3 <br /> informal sealed bids <br /> Lancaster noted that Mr. Fegley had a concern if the county has its own policy if case law would <br /> apply. Sarah stated this policy fits in the state statute but our own rules are more restrictive. <br /> We want the elected officials to follow the policy and have conversation with the County Board <br /> on purchases before they are spent. <br /> Peterson ask if the elected officials have had any input. Sarah stated that the appointed officials <br /> attended the meetings and there is value to reach out to the other officials to come to the board. <br /> Mr. Peterson ask what the benefit of formal or informal bids and what the costs and staff time <br /> would be. What is the roll of the board on purchases from $5,000 to $10,000? There are more <br /> important issues like the empty Federal Building. He noted an example comparing the $68 <br /> million dollar county budget to a $70,000 family budget and you would have to be looking at <br /> $5.00 purchases. <br /> Hartman stated the board needs to get some control. People are tired of paying taxes. Ron <br /> stated that we all have a limited amount of time and need to address the best use of time for the <br /> taxpayer. <br /> Richardson questioned the difference between the informal sealed and the formal competitive. <br /> Sarah stated it is how many times it is advertised before the bid opening. <br /> County Clerk Conley stated it is more cost efficient to advertise as a legal ad. That cost is <br /> determined by the length of the ad. <br /> Sarah stated the goal of the committee was to have uniformity and fairness in the process and <br /> the ability to receive bids. Discussion was held on the insurance requirements and it is up to the <br /> board to address this issue. <br /> Bredthauer noted that this was a legislative change and was from Douglas County. They have <br /> the ability to lobby the legislature. She questioned if all other counties are going to adopt this <br /> policy. This policy is more restrictive than the 2003 policy. <br /> Lancaster stated there was frustration that it was not working in Hall County. <br /> Richardson stated state she felt it was working. The appointed officials were following the state <br /> statute and she supports the state statute. <br /> Hurst stated hey could discuss this all day they need to make a decision. <br /> Hartman made a motion and Bredthauer seconded to approve Resolution #19-010 setting forth <br /> Hall County's policy and procedures regarding county purchases. <br /> Lancaster questioned if this was acceptable to most of the board and ask if there was any <br /> interest in changing the amount from $5,000.00 to $10,000.00. <br /> 12 <br />
