PUBLIC PARTICIPATION — Chair Lancaster called for public participation and no one <br /> responded. <br /> 5. COUNTY ATTORNEY— NO ITEMS <br /> 7. DISCUSSION & POSSIBLE ACTION REGARDING CONSTITUENT'S REQUEST TO PLACE <br /> 927 BOGGS STREET UP FOR SALE - Lancaster stated that she was contacted by Mr. Griess <br /> that Crossroads Homes has an interest in this property. It is a triangle shaped piece of property <br /> that is valued at $105,198.00. She noted that it is a lengthy process for the county to sell <br /> property and to see if there is an interest in selling the property. <br /> Gary Bumgardner was present and stated they have owned a homeless shelter I in Hastings for <br /> 35 years and there is a need for a homeless shelter in Grand Island. Hope Harbor cares for <br /> women and families and their desire is to care for the men and provide beds at night and care <br /> for them during the day and hold them accountable. They have chosen a facility at 1910 West <br /> 9th street and there is a piece of property adjacent to it. This would be assessable to Mid Plains <br /> Center and to the hospital. They are look at placing the facility at the Beacon House and <br /> gaining property in order to do a transitional house so residents can then transition into an <br /> apartment. It would be ideal to add to the property to facilitate the need. <br /> Lancaster noted that there is a need and there would need to be an indication from the board if <br /> they are interested in selling the property. <br /> Deputy County attorney Sarah Carstensen noted Nebraska State Statute 23-107.01 the county <br /> can sell real estate at a fair market value but will need to hold a public hearing to allow anyone <br /> to speak for or against the sale. It would have to be advertised for 2 consecutive weeks and <br /> then set a date of sale. They would submit sealed bids and it would be sold to the highest <br /> bidder. <br /> Mr. Bumgardner stated that he would like to make sure that this happens. <br /> Richardson noted that she had been approached by constituents regarding this and there is a <br /> need and would like to see it move forward. Bredthauer, Hartman, Hurst, Lancaster, Peterson, <br /> Quandt and Richardson all voted yes and none voted no. Motion carried. <br /> Sarah will put together a time line to get this processed. <br /> 8 PUBLIC HEARING AMUSEMENT LICENSE FOR FONNER VIEW GOLF COURSE FOR <br /> JANUARY 8, 2019 AT 9:30 A.M. — Bredthauer made a motion and Quandt seconded to open <br /> the public hearing for the amusement license for Fonner View Golf Course. Bredthauer, <br /> Hartman, Hurst, Lancaster, Peterson, Quandt and Richardson all voted yes and none voted no. <br /> Motion carried. <br /> Mr. Wieck was present and stated that they would like to have food vendors and he wants to <br /> make sure that he has all of the permits. They currently have dart teams and pool tables and <br /> are bringing back the golf course. He is also hoping to have a professor and golf pro this <br /> summer to work on golf for youth under 13. This is a nine hole golf course. They are also <br /> starting youth darts on Saturday mornings. <br /> Richardson stated that she appreciates the work he has put in and glad to see they are getting <br /> youth involved. This is a nine hole par 3 and is a good learning course. <br /> 3 <br />
