Pelland stated <br /> that if the construction is started before July 1st they can come in and apply again. <br /> Arnold made a motion and Schuppan seconded to deny the applications from Habitat <br /> from Humanity on the 4 listed applications and to send them a letter informing them that <br /> if construction is started before July 1st they can apply for an exemption again. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Richardson and Schuppan all voted yes and Quandt <br /> voted no. Motion carried. <br /> 4. COUNTY ASSESSOR TAX CORRECTION NOTICES — Ms. Pelland requested a <br /> motion from the county board to receive and authorize the chair to initial tax correction <br /> notices #5179 to #5185 noting that #5183 was not printed in the book. <br /> Quandt made a motion and Arnold seconded to authorize the chair to sign tax <br /> correction notices #5179 to #5185 except for#5183. Arnold, Bredthauer, Lancaster, <br /> Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion <br /> carried. <br /> Quandt asked Ms. Pelland if she had any information on valuations. Jan stated that she <br /> is working with her liaison from property tax and there was an assessors meeting last <br /> week and the main topic was ag land. When you look at the 3 years 2 of the 3 are the <br /> same they are seeing the valuations are declining on some of the use categories. She <br /> did not have enough sales on dry or grass land but on irrigated ground there were 51 <br /> out of 62 that were irrigated and they are at 74.94% that is over the allowable range so <br /> at this point she plans to lower some ag irrigated land values. That would be the best <br /> fix for this year. She also noted LB 338 that is proposing to use the income approach <br /> for ag land valuations <br /> She stated that the residential continues to grow and at 88% she is 4 points below. <br /> There were 1,825 sales in Grand Island and over 1500 in the rural subs. She may also <br /> have to address the rural home sites. They are at 82% and that is 10 points under the <br /> minimum. She noted one sale that was at $200,000.00 on a small home and out <br /> buildings. <br /> She stated that they are going through listings, Zillow and local broker listings and <br /> checking what they say about the houses. They are finding a lot that have finished <br /> basements so they are adding that additional value so that should help the 88% sales <br /> ratio. <br /> Stacey questioned if the overall county valuation for ag land is 1/3 of the total valuation <br /> but the residential will increase. There is a lot of new construction but if some of it is TIF <br /> then only the base value is in the tax base. <br /> Pelland stated that she did redo down town and set it aside as its own market area and <br /> they are reviewing it. She stated that overall she was in the range for commercial but <br /> there may be some pockets that she may need to make some occupancy code <br /> 3 <br />
