Mr. Zitterkopf stated that he appreciates the consideration and is looking for an attorney.
There is an attorney in Lincoln and he would be well qualified for the job but he does not
have a proposal at this time. Arnold suggested that this could be on the May 3, 2016
agenda.
Quandt stated he does not have a problem hiring outside counsel but they need to talk
to the senators on these tax exempt issues. Who is going to fund the schools and they
need to look at the tax exempt status and how it will affect other counties with river front
land. There has to be a balance.
Lancaster sated that she and Mr. Schuppan met with a constituent and they agree it is
far more reaching than land just along the river. It could affect numerous tax exempt
lands. They need to consider the opinion of our county assessor. This is a state wide
issue. This is a huge decision that will affect us and other entities. They need to do
some research.
Arnold expressed concern on discussing what steps the county will take to provide the
best decision for the board. He noted the case of George Overfield property valuation
protest and he argued equalization and he did appeal to TERC and the county lost. It is
not right to have TERC make a decision, he wants to have a good case and it is
important to have legal counsel available.
Richardson noted we do not know what TERC will decide. Arnold noted the board
wants to make sure they have a legal basis for the decision.
Lancaster stated there are 2 issues the long range effects and it is not inappropriate to
discuss and consider legal counsel. We do not know what TERC will do. This can be
discussed at the next meeting.
NEW O R UNFINISHED BUSINESS — Chairman Arnold called for new or unfinished
business and no one responded.
Meeting adjourned at 9:41 a.m. Returned to the regular meeting.
/ /A' / F .. lith
Marl.:J.
