HALL COUNTY BOARD OF EQUALIZATION MEETING APRIL 19, 2016 <br /> 9:10 a.m. Lancaster made a motion and Richardson seconded to go into a Board of <br /> Equalization meeting. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> ROLL CALL - Present on roll call were Scott Arnold, Pam Lancaster, Doug Lanfear, Dan <br /> Purdy, Gary Quandt, Jane Richardson and Steve Schuppan. . <br /> CALL TO ORDER β Chairman Arnold called the Board of Equalization meeting to order. <br /> NOTICE OF OPEN MEETING LAWβ Chairman Arnold read the notice of open meeting <br /> law. <br /> VERIFY AFFIDAVIT OF PUBLICATION -Affidavit of publication of publication for the <br /> meeting on file. <br /> MINUTES β Purdy made a motion and Lancaster seconded to place on file the minutes <br /> of the April 5, 2016 meeting. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson <br /> and Schuppan all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION Chairman Arnold called for public participation and no one <br /> responded. <br /> 4. COUNTY ASSESSOR - DISCUSSION AND POSSIBLE ACTION REGARDING <br /> PERMISSIVE EXEMPTION APPLICATIONS FOR PLATTE RIVER WHOOPING <br /> CRANE MAINTENANCE TRUST β County Assessor Jan Pelland stated she has <br /> nothing to offer on item 4 and she will make a recommendation at the May 17, 2016 <br /> meeting. <br /> Attorney Jordan Adam was present and stated he sent a letter to the board on April 2, <br /> 2016 and he thought the board was going to take action 2 weeks ago. He noted the <br /> case of the leased land at the airport and it was found that it was not taxable because it <br /> was incidental to the airport goal. This is the same issue all of this property it is to <br /> protect the environment. He also noted the case of Pioneer Village when the museum <br /> owned a motel. It was income generating motel and camp ground and it was found tax <br /> exempt. All of their property should be tax exempt. <br /> Arnold stated they want to give the assessor the chance to make a recommendation <br /> and will do so on May 17. <br /> Lancaster stated when she referenced the airport and that issue was being treated and <br /> it was sent to TERC. With this decision and she feels Jan's input is vital and she is the <br /> local authority when it comes to tax assessment and she wants to do additional <br /> research <br /> Jordan Adam stressed how the land is being used and stated he had nothing further. <br />
