HALL COUNTY BOARD OF EQUALIZATION MEETING FEBRUARY 25, 2014 <br /> 9:05 a.m. Lancaster made a motion and Quandt seconded to go into a Board of Equalization <br /> meeting. <br /> ROLL CALL VOTE —Present on roll call vote were Pamela Lancaster, Bob McFarland, Daniel <br /> Purdy, Gary Quandt, Steve Schuppan and David Ziola. Scott Arnold was not present due to car <br /> trouble. Also present were Deputy County Attorney Jack Zitterkopf, Board Assistant Stacey <br /> Ruzicka and County Treasurer Peg Pesek and County Assessor Jan Pelland. <br /> NOTICE OF OPEN MEETING LAW— Chairman McFarland read the notice of the open meeting <br /> law. <br /> MINUTES—Ziola made a motion and Quandt seconded to approve the minutes of the February <br /> 11`h meeting. Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and <br /> none voted no. Arnold was not present for the vote. Motion carried. <br /> PUBLIC PARTICIPATION - Chairman McFarland called for public participation and no one <br /> responded. <br /> 3.COUNTY TREASURER—APPROVE EXEMPTION APPLICATION FOR GOODWILL <br /> INDUSTRIES OF GREATER NEBRASKA— County Treasurer Peg Pesek read the exemption <br /> application from Goodwill Industries of Grater Nebraska, 1804 South Eddy, Grand Island for two <br /> 2001 Utility 53 foot trailers to be used for hauling and collection of donations that support their <br /> disability programs. She has approved this exemption application as per Nebraska State <br /> Statute 77-202 and is requesting that the County Board approve. Discussion was held on the <br /> use and it was questioned if it should be marked charitable instead of educational and it could <br /> be marked both charitable and educational. Ms. Pesek stated she would check on that issue. <br /> Ziola made a motion and Quandt seconded to approve the exemption application from Goodwill <br /> Industries for the two utility trailers. Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola <br /> all voted yes and none voted no. Arnold was not present for the vote. Motion carried. <br /> 9:07 a.m. Mr. Arnold arrived at the meeting. <br /> COUNTY ASSESSOR —APPEAL OF REJECTION OF DEVELOPER DISCOUNT <br /> APPLICATIONS FOR THE COPPER CREEK ESTATE SUBDIVISIONS - County Assessor Jan <br /> Pelland stated that this is an appeal regarding the developer discount. She reviewed the <br /> qualifications that are necessary to be approved for this discount. She stated that she rejected <br /> the application and advised Mr. O'Connor that he has the right to appeal. This property is being <br /> developed the homes are built and sold to the public. The board has over rode her decision and <br /> approved the applications in the past. <br /> Ray O'Connor stated that this is a TIF financing project. He took over the bankrupt property that <br /> had 5 manufactured homes located on it. They want to develop the property and offer it to the <br /> blue collar workers. In the last 180 days they have had 112 people that have reserved a home. <br /> These people are coming from other states and other Nebraska communities. They are also <br /> developing an area for 55 and older people and have 36 lots in this area and have sold 14. It is <br /> a 10 year program and it has exceeded their expectations. He is asking that the board make an <br /> exception on behalf of the blue collar workers. <br />
