Lancaster <br /> stated that a study needs to be done and the tax code needs to be adjusted. Ms. Pesek stated <br /> that 90% of the fees go to the state. Ms. Lancaster read a letter from Goodwill stating that they <br /> had $1,950.000.00 in sales that resulted in revenue from sales tax and they have 107 <br /> employees. Lancaster also noted the fact that Hall County veterans received $22 million in <br /> benefits. <br /> COUNTY ASSESSOR — UPDATE ON PICTOMETRY—Jan Pelland and Casey Sherlock were <br /> present. Discussion has been held regarding moving the flight schedule up and the city has <br /> up agreed to come u with half of the costs. She stated that there are dollars in the budget to <br /> 9 <br /> cover the costs of the previous flight but if they do move forward the board would have to <br /> budget for the additional costs for the new flight. The fees for the change finder have to be paid <br /> up front. They would fly in April and deliver the product at the end of June. <br /> Ziola noted that there could be a potential $11,000.00 discount on the proposed 2013 flight. <br /> Arnold noted that the total cost would be about $83,000.00 and expressed concern that it may <br /> be costing more to do this and questioned if there is any savings. <br /> Schuppan clarified if there was a flight this year then there would not be another flight until <br /> 2016. <br /> Mr. Sherlock stated that each flight costs about $80,000.00 and Arnold questioned if the costs <br /> are spread over 5 or 6 years he has a concern that the county is not saving money. <br /> Pelland stated that they do not have information out side of the city limits and in the villages. <br /> Even though they are finding additional value the revenue generated from the additional value <br /> would not cover the cost of the flights. <br /> Quandt questioned what other counties are using this and Pelland stated Buffalo and Adams <br /> County are having flights done. <br /> Arnold stated that if the city is prepared to pay 50% that may be to our advantage. <br /> Pelland stated that her staff has done as much of the fieldwork as possible. Lancaster stated <br /> that they work hard but they just need the numbers on paper. <br /> Pelland stressed that she needs to know if there is a commitment from the board because the <br /> flights will start in late March or April and Hall County will need to get on the flight schedule. <br /> Discussion was held and Arnold suggested that go to the GIS committee and talk to the city <br /> about a contract. Lancaster stated that the committee needs to work through this and be <br /> cautious about the dollars. Arnold questioned if this could be an interlocal agreement. <br /> COUNTY ASESSOR EXECUTIVE SESSION STRATEGY REGARDING PENDING <br /> LITIGATION- Ziola made a motion and Quandt seconded to go into executive session to protect <br /> the public interest. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted <br /> yes and none voted no. Motion carried <br /> 10:00 a.m. executive session <br />
