DISCUSSION AND POSSIBLE ACTION REGARDING MID AMERICAN HEALTH INSURANCE BENEFITS - Lancaster noted that Mid-American will be here in two weeks to address some concern. She noted the exclusions on page 29 of the plan document that excludes "crime or criminal act, assault or other felonious behavior could result in an exclusion from payment of a claim". She noted that this could include the failure to use a seatbelt or a speeding violation. There was a situation where there was a car accident and the $150,000.00 claims were denied. She noted that this could be subjective. She would like to have a notice attached to the paystubs encourage the employees to read the exclusion on pages 29 to 33. She would like to give Mid-American an opportunity to discuss this. Richardson questioned if this was in the plan before. Conley noted that this wording was in the previous plan document from 2011. Peterson noted that it is common for people to ignore the exclusions. Lancaster stated she would like to know the parameters and if the definition should be changed. County Attorney Marty Klein noted they need to consider the union contracts. Lancaster will draft a notice and allow the County Clerk to attach to the Pay stubs. RECOMMENDATION REGARDING INFORMAL BIDS - Mr. Humphrey reviewed the informal bids and recommended to accept the bid from Middleton Electric for $9,730.00. Quandt made a motion and Hartman seconded to accept the informal bid from Middleton Electric for$9,730.00. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Petersen and Richardson all vote yes and none voted no. Motion carried. COMMITTEE OR BOARD MEMBER'S REPORTS —Chair Lancaster called for committee or board member reports and no one responded. 24. APPROVE BIWEEKLY PAY CLAIMS & REGULAR CLAIMS - the board members received the board pre approval. NEW OR UNFINISHED BUSINESS- Richardson questioned the use of Roberts Rules of Order and how they are applied. Lancaster stated that they are used loosely. EXECUTIVE SESSION — PERSONNEL (BREDTHAUER) Quandt made a motion and Petersen seconded to go into executive session regarding personnel. There are two reasons for an executive session to protect the public interest or to prevent needless injury to an individual. This is to prevent needles injury to an individual. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Petersen and Richardson all vote yes and none voted no. Motion carried. it
