9:20 a.m. Held a Board of Equalization meeting. <br /> 9::44 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> 9:30 DISCUSSION REGARDING TRAINS BLOCKING RAILROAD CROSSINGS - Mr. Quandt <br /> introduced Shaun Shepardson, 3110 North North Road and Rick Dubbs 4185 West Airport <br /> Road. They distributed a time log when the trains were blocking the roads and a map show the <br /> train track and the crossing that were blocked. Out of 100 hours one crossing was blocked 57 <br /> hours. Shaun stated that she has called the railroad and they only give excuses. She called <br /> Sheriff Conrad and the railroad told him the train was broke down. She noted that people use <br /> her driveway and pasture to turn around when the North Road crossing is blocked. Rick noted <br /> the noise from the engines and the Shaun note the constant rigging of the bells on the <br /> crossings. <br /> Sheriff Conrad stated that they cannot enforce a ticket to the engineers and as far as the bells <br /> they are supposed to be cut off of the constant ringing. There is a serious concern on the <br /> number of hours and safety issues regarding fire and ambulance access. There are also issues <br /> of the children jumping the trains. <br /> Lancaster questioned if Mr. Williams could come to the board but he is in Fort Worth Texas. <br /> Mr. Hurst stated that there is a city ordinance that crossing cannot be blocked for over 5 <br /> minutes. Discussion was held if there could be a traffic count but the crossing is blocked so it <br /> would not be accurate. <br /> Lancaster ask Mr. Quandt to work on this issue and get more information. <br /> County Attorney Marty Klein stated that you have to recognize that city or state laws may be <br /> preempted by federal law. <br /> Mr. Piccolo stated that he has to be in court now and he will come back at 11:00 a.m. <br /> 7.10:00 A.M. EXECUTIVE SESSION REGARDING ECONOMIC DEVELOPMENT - Lancaster <br /> noted that there are number of people here for the executive session. <br /> Quandt made a motion and Bredthauer seconded to go into executive session regarding <br /> Economic Development. The representative from EDC, the City of Grand Island, SPPD <br /> representatives, Mr. Riehle and Chad Nabity were ask to stay for the executive session. This <br /> executive session is to protect the public interest. <br /> 10:06 a.m. executive session. <br /> 10:55 a.m. Quandt made a motion and Hartman seconded to go out of executive session. <br /> Lancaster stated that no other subjects were discussed, no votes were taken and no action was <br /> taken. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Petersen and Richardson all vote yes <br /> and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION — Chair Lancaster called Tracy Overstreet to the board room to wish <br /> her happy 50th birthday and presented her with a rose. <br /> 3 <br />
