CHANGES AS PER BILL 1098 APPROVED APRIL 2018 COUNTY PURCHASING ACT Nebraska State Statute Sections 23-3108 to 23-3112, effective September 1, 2003 the purchasing requirements are: • Competitive sealed bidding process if the value of the purchase is $1297900 709 or more $50,000.00 • Three informal bids if the value of the purchase is equal to or exceeds $5,000 790 but less than $20,090.00- $10,000.00 $50,000.00 • Purchasing on the open market if the value of the purchase is less than $5,000.00 $10,000.00 • Competitive bidding will not be required a) when purchasing unique or noncompetitive items, b) when purchasing petroleum products, c) when obtaining professional services or equipment maintenance or d) when the price has been established by one of the following: the federal General Services Administration the material division of the Department of Administrative Services or a cooperative purchasing agreement by which supplies, equipment or services are procured in accordance with a contract established by another governmental entity HALL COUNTY POLICIES AND PROCEDURES • Copies of the cooperative purchasing agreements or general services agreements, or state bids must be provided to the County Clerk • All formal and informal bids must come before the Board of Supervisors for approval. In the event that bringing an informal bid to the Board would greatly impede progress on a project, the committee may approve an informal bid with an explanation to the County Board at the following board meeting. Informal bids may be added to the website. Elected Officials are exempt from bringing informal bids before the Board. • All change orders, as an amendment to a construction contract, must be approved by the Hall County Board • All formal and informal bids must be sent to the County Clerk
