COUNTY PURCHASING ACT <br /> Nebraska State Statute Sections 23-3108 to 23-3112, effective September <br /> 1 , 2003 the purchasing requirements are: <br /> • Competitive sealed bidding process if the value of the purchase is <br /> $20,000.00 or more <br /> • Three informal bids if the value of the purchase is equal to or exceeds <br /> $5,000.00 but less than $20,000.00 <br /> • Purchasing on the open market if the value of the purchase is less <br /> than $5,000.00 <br /> • Competitive bidding will not be required a) when purchasing unique <br /> or noncompetitive items, b) when purchasing petroleum products, c) <br /> when obtaining professional services or equipment maintenance or <br /> d) when the price has been established by one of the following: the <br /> federal General Services Administration the material division of the <br /> Department of Administrative Services or a cooperative purchasing <br /> agreement by which supplies, equipment or services are procured in <br /> accordance with a contract established by another governmental <br /> entity <br /> HALL COUNTY POLICIES AND PROCEDURES <br /> • Copies of the cooperative purchasing agreements or general services <br /> agreements, or state bids must be provided to the County Clerk <br /> • All formal and informal bids must come before the Board of <br /> Supervisors for approval. In the event that bringing an informal bid to <br /> the Board would greatly impede progress on a project, the committee <br /> may approve an informal bid with an explanation to the County Board <br /> at the following board meeting. Informal bids may be added to the <br /> website. Elected Officials are exempt from bringing informal bids <br /> before the Board. <br /> • All change orders, as an amendment to a construction contract, must <br /> be approved by the Hall County Board <br /> • All formal and informal bids must be sent to the County Clerk <br />
