12. DISCUSSION & POSSIBLE ACTION ON NEW HALL COUNTY BOARD MEMBERS <br /> RECEIVING BOARD PACKETS - Quandt noted that here are new board members coming on <br /> and he would like to see them receive the board packets. <br /> Quandt made a motion and Lancaster seconded to send the board meeting packets to the <br /> newly elected board members. <br /> Lanfear expressed concern that there is information in the packets that does not become public <br /> until the board meeting. <br /> The vote was taken. Arnold, Bredthauer, Lancaster, Lanfear, Quandt Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> 8. DISCUSSION & POSSIBLE ACTION REGARDING NEW DOLLAR LIMITS ON COUNTY <br /> PURCHASING ACT - Mr. Lanfear noted that the dollar amounts have changed formal bids are <br /> required on a purchase of over$50,000.00 and informal bids require 3 quotes if it is over <br /> $10,000.00 but less than $50,000.00. There needs to be some direction and if the law has <br /> changed what will the auditors look for. <br /> Gary he would like it stay the same he would like it to stay at the 20,000.00 go out for bids get <br /> better prices informal bids just call and only get one bid <br /> Mr. Riehle stated this was discussed with the highway superintendents and they still try to get 3 <br /> quotes and he informal bids still have to be awarded by the county board. The formal bids have <br /> to be advertised and opened by the County Board. With the informal there may not be a <br /> contract and a bond. He noted that sometimes depending on the specifications the formal bids <br /> scare potential bidders away. <br /> Arnold stated that he had done a lot of purchasing and you do not want to make it more <br /> restrictive and sometimes the sealed bids may not be the best deal. The informal bids allow the <br /> department head to negotiate the prices. The Sheriff buys unmarked cars and if they had to <br /> follow the formal bidding process car dealers would be reluctant to hold vehicles until the formal <br /> process was completed. The government pricing also allows a better price. The process is still <br /> covered by the county board they accept the bids. <br /> Lancaster sated that she did not read the discussion why the legislature made the change but <br /> does not support this. We need to insure that we get the best prices and she does not agree to <br /> raising it. With this increase there would be little or no formal bidding. <br /> Bredthauer noted that the verbiage in the statute has not changed on the increase dollar <br /> amounts. She feels the dollar amounts are too high this has been working and we do not have <br /> to use the statute change. <br /> Schuppan noted that these dollar amounts were set in 2003 and cost have gone up. <br /> Mr. Bahensky stated that his experience on 2 different projects the fence was over $20,000.00 <br /> and he has informal quotes. He has found that they give a fair price and they still come to the <br /> county board for approval. In his perspective formal bids slow the process down. <br /> County Attorney Sarah Carstensen stated the state has changed the statute. There are the <br /> additional costs of the legal ads and that adds to the price. Most of the time they use the state <br /> 6 <br />
