ELECTION UPDATE Tracy Overstreet - Election Commissioner Tracy Overstreet requested
to address the board. She noted that ES&S provides the election software for the State and the
agreement had to be signed but expressed concern that they have already spent $8000.00 and
there was a 7.3% increase for the cost. They do not have any choice because every county
uses the same system. It is difficult to manage the costs and it may be higher after they count
the absentee ballots.
Lancaster noted that they will watch the budget and if necessary can make to adjusts at the end
of the fiscal year. Tracy stated that you can pick and choose some of the services but she is
still figuring it all out and will get information from other counties. She stated that she did not
sign up for everything and Doug was able to make some duplicates of the election material that
goes into the machines so that has helped keep costs down.
She also noted that they have done 1300 absentee ballots the first week for this general
election. She anticipates voter turn out will be 35% to 40% and won't be as high as the 2016
Presidential Election. She would like to see it higher. She also noted that they will be using
black ink pens to mark the ballots instead of the pencils this is best practice for the machines.
She noted that they have had a lot of phone calls about the Northwest bond issue and not
everyone will have the bond issue on their ballot and some do not appreciate the explanation,
we need to help people understand. Some will have the city sales tax issue and some will have
the Northwest bond issue on their ballots. She also noted that in the 2016 election there was a
vote for an advisory board member to the Northwest school board but this is the first time there
will not be an elected member they will be appointed.
8
