15. 21 County Office reports none on file 16. 22 Placed on file the Hall County Treasurer's miscellaneous receipts 17. 23 Placed on file letter from the Nebraska Department of Roads and e mail regarding vacancy on the NACO Central District Board 18. 8 Authorized the Chair to sign the engagement letter with Lutz for keno financial statement & annual testing for State of Nebraska for 7/1/2018 to 6/30/2019 and for years 2020 and 2021 Richardson clarified that item 4b the renewal of the Library services agreement is a 1 year agreement for the $20,000.00 the same as last year. She also requested to add #8 regarding the engagement letter with Lutz. This is a 3 year agreement noted that the following increases. 6/30/2019 6/30/2020 6/30/2021 F/S quarterly fees $3,140 $3, 270 $3,400 Annual additional $1,660 $1,730 $1,800 Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. 9:05 A.M. Held a Board of Equalization meeting. 9:27 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. Public participation —Chair Richardson called for public participation and no one responded. 12. DISCUSSION & POSSIBLE ACTION REGARDING SAFETY ASSESSMENT PLAN FOR HALL COUNTY BUILDINGS BY NIRMA - Bredthauer stated that she attended the "active shooter training" that was put on by NIRMA, October 1 e. There were over 60 county employees that also attended. Mr. Terry Baxter with NIRMA is offering to do a safety assessment for Hall County Building. Bredthauer stated this is a free service to all counties and if the board is interested we can request to be scheduled for the assessment. The County has a safety plan but it has not been updated since 2011. This will not affect our insurance rates and she feels this is an excellent opportunity for the assessment. Bredthauer made a motion and Quandt seconded to approve the request to Terry Baxter with NIRMA for the safety assessment plan for Hall County Buildings. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. Richardson stated that she cannot see any downside to this. Lancaster stated that this is a recommendation and we have to look at the recommendation and see what is possible and affordable. The board makes the decision. She supports making the county buildings safer. 7.9:30 A.M. ANNUAL GRAVEL BID OPENING - Lanfear made a motion and Quandt seconded to open the annual gravel bids. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. Mr. Riehle stated that he budgeted $380,000.00 for gravel.
