DEPARTMENT OF TRANSPORTATION October 15, 2018 HALL COUNTY CLERK ........... 121 S PINE ST GRAND ISLAND NE 68801 The Nebraska Department of Transportation (NDOT) is responsible for constantly evaluating ourstatewide transportation system to ensure taxpayer funds are being spent in the most effective way possible. As a result, there are times when a project's schedule may shift due to funding availability and emerging needs. In April of 2016, the community of Grand Island was told that work on the Jct. US-281 West, Grand Island project was anticipated to begin in the spring of 2020. However, in the preparation of NDOT's annual program book for fiscal years 2019-2024, we have recently reviewed and updated the timeline and construction schedule forthis project. After this review, it has been determined that the Jct. US-281 West, Grand Island project will not begin in 2020 as originally thought and a revised construction schedule has not been determined at this time. Although this change in schedule will impact the start of construction, NDOT remains committed to deliveringthis project. As stated in 2016, the project is necessary to accommodate traffic increases associated with development in the area. Additionally, the project would have safety benefits by creating more space between the roadway and the active railroad line running through the same location, as well as upgrading the highway's intersections with connecting streets to current design standards. Specifically, the project would create a four-lane expressway with a 40-foot depressed median in the rural portion of the project—west of the Monitor Road intersection to Engleman Road—and a 30-foot raised median in the urban portion— Engleman Road to Claude Road. Additionally, North Road and Stolley Park Road would be realigned and a portion of Monitor Road would be relocated to accommodate the new US Highway 30. The proposed project would require the acquisition of additional property rights for construction throughout the project area, including new right-of-way, temporary easements, permanent easements, and control of access. Property relocations are also anticipated. Access to adjacent properties would be maintained during construction but may be limited at times due to phasing requirements It is anticipated that funding for this estimated $29 million project would come from state funds,including resources from the Build Nebraska Act, as well as local sources.
