Entrance & Ramp
He stated that the ramp will be the 30 feet and will have 2 sections with a flat resting spot it was
not shown on the design but will be on the final plan. There is a breakroom on the lower level
and there is no reason to access the lower level. The breakroom is upstairs and there is no
personnel on the lower level.
Bathrooms
Cynthia ask if the bathroom meets code and it does there are only 20 employees and there are
2 assessable bathrooms. And unless remodeled they would not have to make changes. The
grab bars and mirror can be changed.
Arnold questioned if there could be ADA parking on the east side of the building. Mr. Humphrey
stated that it is not compliant with current standards and the goal would be to make all
government building ADA compliant.
Bredthauer expressed concern that there is a list and they keep going back and forth and we
need to get to the bottom line. She also questioned the correct amount of square footage we
are to provide.
Mr. Humphrey is making recommendations and the ramp final design will be compliant.
Discussion was held regarding another conference call.
Quandt noted the goal should be to make all county buildings ADA compliant but there can be
issues come up that the county would have to address. He suggested having them sign off on
the plan. He also noted that the Berggren study suggested tearing that building down if we
spend $50,000 will we get another 5 or 10 years.
Richardson stated that the Berggren study is a plan but it does not come up with the dollars.
We are protecting county dollars and she would like to be able to follow the study but we do not
have the money right now.
Lancaster stated she does not feel as strong about the Berggren study it is an opinion. She
noted that ADA does not have a date and we do not want to put a band aid on it and then other
things come up. We need plan for the long term. She noted that the last 2 phone calls have
been pleasant when the county has called them on Wednesdays.
Arnold noted we need to look at the long term and if they know there is a plan in place they may
be OK with that. The RFP was to move all of them in the same building and we do not have to
pay for the other staff. This is an old building and it would be a number of years before the
county could look at another bond issue for the Courthouse. We need to start planning.
County Attorney Sarah Carstensen questioned the lower level and exactly how much square
footage we owe them. There is no grandfather on ADA compliance. The restrooms are a
desire not a need. There are issues for the citizens that use the building.
Schuppan this has been a push and shove have and they have what we have to do and we
need to move forward. The ramp will have to be done.
Bredthauer stated we need a 10 year commitment from them that this will be satisfactory.
There needs to be another conference call scheduled.
8
