Title: Operations Lieutenant No. HCDC-1B-03(b) Page 4 of 5 <br /> The Operations Lieutenant shall acquire the following: Thorough knowledge of <br /> Department Policy and Procedures, rules and regulations; considerable knowledge of <br /> Nebraska Jail Standards and local, State and Federal regulations governing the operation, <br /> practices and procedures relevant to the department's missions and goals; security <br /> requirements and techniques; and personnel management techniques. <br /> The Operations Lieutenant shall demonstrate the ability to: Interpret rules, regulations, <br /> and policies, and to make decisions in accordance with established laws, ordinances, <br /> regulations and policies; work independently; establish priorities; establish and maintain <br /> effective working relationships with other staff and other agencies; communicate <br /> effectively orally and in writing with persons representing diverse backgrounds, interests <br /> and viewpoints. <br /> DESIRABLE TRAINING AND EXPERIENCE <br /> High school diploma or equivalent; supplemented by college level course work and <br /> experience in the following: a correctional setting, as a counselor, law enforcement work <br /> or with responsibility for individuals in other institutional settings. <br /> QUALIFICATIONS <br /> To perform this job successfully, an individual must be able to perform each essential <br /> duty satisfactorily. The requirements listed are representative of the knowledge, skill, <br /> and/or ability required. Reasonable accommodations may be made to enable individuals <br /> with disabilities to perform essential functions. <br /> Qualification guidelines for the Lieutenant position shall be a minimum of five years of <br /> experience in a correctional or law enforcement setting with a minimum of three years in <br /> a supervisory capacity. <br /> The Director retains the right to determine, set and implement management organization <br /> P olicies of the Department for selection, training, promotion, transfer and reorganization <br /> of employees. <br /> LANGUAGE SKILLS <br /> Ability to read and comprehend simple instructions, short correspondence, and memos. <br /> Ability to write simple correspondence. Ability to effectively communicate information, <br /> both verbally and written. <br />
