Vuchetich, General Counsel <br /> SUBJ: Relationship of County Veterans Service Officer to the <br /> County Board and to the Veterans Service Committee <br /> Each county board appoints the Veterans Service Committee <br /> consisting of five members by virtue of their authority set forth <br /> in Section 80-101 . Likewise, the county board is authorized to <br /> remove any member of the county Veterans Service Committee for <br /> neglect of duty or MAL administration of their office by virtue of <br /> Section 80-103 . <br /> The Veterans Service Committee is authorized by section 80-407 <br /> to appoint a County Veterans Service Officer subject to <br /> confirmation by the county board.. This is authorized by Section <br /> 80-407 . This same statute authorizes the county board and the <br /> county Veterans Service Committee to designate the position of <br /> Veterans service Officer to be a part-time. It appears that joint <br /> authority is granted to the county board and the Veterans Service <br /> Committee to make this determination. Neither party can make it <br /> independently. <br /> It is the County Board that designates the salary for a full <br /> time Veterans Service Officer under Section 23-1114 ( 2 ) . The salary <br /> of the Veterans Service Officer is in the same statute that directs <br /> that salaries of all deputies of the offices shall be fixed by the <br /> county board at such times as necessity may require . <br /> The veterans Service Officer through the statutes cited above <br /> is insulated from the county board by the county Veterans service <br /> committee . Neither the board nor the Veterans Service Committee <br /> can by themselves hire or fire the Veterans service Officer . The <br /> employment of the Veterans Service Officer is a joint undertaking <br /> by the Veterans Service Committee to make the appointment subject <br /> to confirmation by the county board. <br />
