September 18, 2018 <br /> County Board Memo <br /> Additional Driveway Access to Lot#3 of Prairie Creek Meadows Subdivision <br /> Discussion <br /> While one can understand why the owners of Lot# 3 would want to center their driveway on their <br /> lot, the county must also consider the impact on Webb Road as well as other lots in the <br /> subdivision. It's important that the board consider the intent of the subdivision agreement in <br /> consideration of this request. <br /> • The subdivision was intentionally developed with limited access driveways to Webb <br /> Road to ensure that the development did not reduce the safety of Webb Road. <br /> • The layout of the subdivision with limited access has been discussed as a positive <br /> attribute and even a condition of approval for the subdivision by the Hall County <br /> Public Works Department, Regional Planning Commission and the County Board. <br /> • Limiting access driveways results in shared driveways and access easements to <br /> serve the developed lots. <br /> • Shared driveways can be a hassle for property owners, but they do reduce the <br /> access points to a public road and thus reduce the safety impact on that public road. <br /> • The access easements for the shared driveways were in place on each of the lots <br /> before the lots were purchased. <br /> • Some property owners have already worked together on changes to the layout of <br /> shared driveways among themselves without changing the access to Webb Road. <br /> • There is potential for 1 to 4 additional driveway requests if this one is approved. <br /> Recommendation <br /> Leave the driveway access as currently exists on the development plan and subdivision plat, <br /> thereby denying the request for an additional driveway. <br /> Alternative <br /> If the Board approves the request for an additional residential driveway access to Lot # 3, the <br /> issue should be referred to the Hall County Regional Planning Commission to: <br /> 1. Conduct a public hearing. <br /> 2. Forward a recommendation to the county board on revising the development plan <br /> and subdivision agreement regarding the request for an additional residential <br /> driveway access. <br /> Application fees for consideration of the changes to the development plan and subdivision <br /> agreement will be the responsibility of the applicants per the fee schedule adopted by the Hall <br /> County Board. <br /> C.)-' P-ahlt_ <br /> Steven P.
