Background Bids for the fall 2018 resurfacing were opened on August 21, 2018. Bids were referred to the County Engineer to review and come back with a recommendation at the September 4, 2018 county board meeting. The typical range for an engineer's opinion of costs is to be plus or minus 10% of the bids. The bids on One R Road were 11% to 12% over the estimate. An evaluation of the unit price bids showed a higher than anticipated unit bid price for Asphaltic Concrete Type "SPR", The price was determined to be higher because no milling work is being done on One R Road to produce Recycled Asphalt Pavement (RAP) for use in the hot mix, thereby increasing the amount of asphalt binder needed. The unit price was also higher because the price for the asphalt binder is being impacted by reduced refinery capacity. Discussions with and evaluations of numbers from the NDOT revealed that the increase in binder costs has increased the price of hot mix asphaltic concrete in Hall County by up to $7.40 per ton. Discussion The bid specifications for the fall 2018 resurfacing include the following language: • The projects are tied and the contract will be awarded to one contractor. • The award and contract for 2018-2019 ASPHALTIC CONCRETE RESURFACING (PHASE 1 FALL 2018) will be awarded to a single contractor based upon the sum of the bids for the sections of road that are to be resurfaced and awarded. • Hall County reserves the right to reject any or all bids, or parts thereof and award contracts as may be deemed to be in the best interest of the County.
