He noted that on May the asphalt liquid product was $385.00 a ton and it went up to $580.00 a <br /> ton, oil prices have raised. He also explained that the binder is a waste product from the <br /> production of gas and diesel. Their quote is usually good for 3 days. He also stated that they <br /> do not move from one project to another. <br /> Schuppan appreciates that he explained it and this should not be an issue. <br /> Mr. Atkins expressed concern on the rain and how it affects the projects. <br /> Mr. Riehle stated that if the board awards the bid then he will come back in 2 weeks with the <br /> change order and this will drop the price by $10,000.00. <br /> Schuppan made a motion and Arnold seconded to award the bid to the low bidder J.I.L. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> 11 DISCUSSION & POSSIBLE ACTION CONCERNING THE CONTRACT RENEWAL WITH <br /> THE PUBLIC LIBRARY - Chair Richardson stated that Mr. Fusselman requested to meet <br /> regarding this agreement there are things that need to be to re-evaluated. There was a <br /> committee Pam Gary and Jane were the members. Discussion was held and the same <br /> committee will meet with him again <br /> Lanfear made a motion and Arnold seconded to continue the committee (Pam, Gary and Jane) <br /> for the library agreement. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> 5. 9:45 AM — PUBLIC HEARING — HALL COUNTY BUDGET —Quandt made a motion and <br /> Lancaster seconded to open the public hearing. . Arnold, Bredthauer, Lancaster, Lanfear, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> Richardson called for public participation and no one responded. <br /> Lancaster made a motion and Lanfear seconded to close the public hearing. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> 5a DISCUSS & APPROVE 1% ADDITIONAL ALLOWABLE INCREASE - Lancaster made a <br /> motion and Arnold seconded to approve the additional 1% allowable increase. Arnold, <br /> Lancaster, Lanfear, Richardson and Schuppan all voted yes. Bredthauer and Quandt voted no. <br /> This motion has to be approved by a super majority of the member's present, motion failed. <br /> 5b DISCUSS & APPROVE RESOLUTION OF ADOPTION AND APPROPRIATIONS FOR <br /> HALL COUNTY BUDGET— Lancaster made a motion and Lanfear seconded to approve the <br /> Resolution #18-060 the resolution of adoption and appropriations for the Hall County Budget. <br /> Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and <br /> none voted no. Motion carried. <br /> 4 <br />
