Quandt also ask what the state is going to do with the overcrowding at the state corrections <br /> department. They noted that they are addressing alternative to speed up probation but they <br /> need <br /> To make programs available for mental health care needs. They closed the regional hospitals <br /> and went to community based housing to bring them back to the communities and blend into <br /> society but the county jails are becoming quasi mental health facilities. <br /> They also noted that they budget $500 million for the university, enrollment has gone up 7% and <br /> the administration costs have gone up 40% those 2 lines do not meet. This could be addressed <br /> and use some of that funding to establish regional hospital so they have correct mental health <br /> services and not put them in prison that could address the overcrowding. Is more bed space <br /> the answer? <br /> Bredthauer noted if there are mental health issues HIPPA will not allow them to follow up on the <br /> individuals unless there are under supervision or a court order. <br /> Discussion was held on the census they could lose a congressional seat in Nebraska so <br /> accurate census information is important. There are concerns on the rural population in the <br /> state there is still the same amount of taxes for schools and they are half empty. They have to <br /> maintain the infrastructure and focus on economic development in the rural part of the state and <br /> the sooner the better. Halloran suggested changing to bicameral is determined by population <br /> So it is important to protect every farmer and keep the population in the rural areas. <br /> Arnold expressed concern on the unfunded mandates. The senators noted that if a bill passes <br /> with a fiscal note you do not know what the end result will be. <br /> Lancaster noted that the average income in Grand Island has gone down. <br /> Friesen noted that if the borders are opened the unemployment rate will go down and will lower <br /> the wages. In a diverse community open immigration will encourage people to come and work <br /> for minimum wage and that will hold wages down <br /> They thanked the Senators for coming. <br /> 28 TOUR OF THE FEDERAL BUILDING The senators were invited to tour the Federal <br /> Building. <br /> Chair Richardson stated that she would like to continue the meeting. The Board has toured the <br /> Federal Building. <br /> Lanfear made a motion and Schuppan seconded to continue the meeting. <br /> Arnold, Lanfear, Richardson and Schuppan voted yes and Bredthauer, Lancaster and Quandt <br /> voted no. Motion carried. <br /> BID OPENING FOR ADMINISTRATION BUILDING PARKING LOT— Mr. Riehle reviewed the <br /> bids and the unit prices were correct. Bigzby's Bid was $245,310.13 and Chief Construction at <br /> $276,571.95 <br /> Mr. Riehle recommended the low bid form Bigzby's at $245,310.06 <br /> Arnold made a motion and Lanfear seconded to accept the low bid from Bigzby at $245,310.06 <br /> 8 <br />
