Lanfear made a motion and Lancaster to meet every other week starting September 1st on a <br /> trial basis once the committees are eliminated. <br /> Arnold stated he does not support every other week if every other week it may not be as well <br /> thought out and if you meet every week with a work study session then you could come back a <br /> week later with the action it would open up the lines of communication. If it is every week the <br /> department heads would be more comfortable and more thought could be put into the items <br /> Then they could come back at the next meeting with a decision. He noted the parking lot issue. <br /> Lancaster noted all of the discussion on the parking lot needed more than 2 weeks it can be on <br /> the agenda to discuss and then take action at the next meeting. They just need to try it and <br /> address any concerns. Every other week would have not slowed down the parking lot it is about <br /> transparency. Need to try it and if there are concerns can make changes. <br /> Lanfear noted they need to approach items slowly and it may take two meeting. They need to <br /> try it and see where they are. <br /> Arnold expressed concern that there is not an illegal act they have to wait to move the office <br /> He expressed concern on the constant drama they need to listen or there will continue to be the <br /> same problems. If they meet every week it could be dissed take time to think about it and come <br /> back with a decision. Has a concern putting department heads on the spot and have to make <br /> quick decisions. Need to meet every week. <br /> Richardson stated she agrees with the Sunshine Law and transparency that is not the issue it is <br /> trust. You have to trust your department heads and if you want to promote discussion she <br /> suggested meeting every week. If you do not have committees there will be the problem of <br /> moving anything forward things will constantly be put off, You have to move forward in a <br /> positive manner. Like the issue with MAAA the board received information at the beginning of <br /> the meeting. <br /> County Attorney Sarah Carstensen noted that the original motion was to make an exception on <br /> certain committees and she questioned which ones. She noted that she will be here every <br /> meeting but questioned what the expectations were in the future. There are committee meeting <br /> minutes and when Bonnie receives them they are forwarded to the board members. There may <br /> be some advantage because there will be written documentation. <br /> Arnold noted that it needs to be clear which committees will stay like MAAA and there are some <br /> committees that there are board members appointed to serve on. He recommended putting <br /> times on the agenda and an explanation of the item. <br /> Lancaster noted it can be discussion with the elected official and documentation will be helpful <br /> but the information will come to the full board. <br /> Bredthauer noted there are good ideas coming forward and there will be minutes. The board <br /> can try it and if they need to go every week they can do it. <br /> The voted on the motion to continue to hold the board meetings every two weeks was held. <br /> Bredthauer, Lancaster, Lanfear, Quandt and Schuppan voted yes and Arnold and Richardson <br /> voted no.
