12 APPROVED THE SPECIAL DESIGNATED LIQUOR LICENSE FOR BALZ FOR <br /> SEPTEMBER 27, 2018 — Lanfear made a motion and Quandt seconded to approve the special <br /> designated liquor license for Balz September 27, 2018. Arnold, Bredthauer, Lancaster, Lanfear, <br /> and Quandt all voted yes and none voted no. Richardson abstained and Schuppan was absent. <br /> Motion carried <br /> 9:05 A.M. Held a Board of Equalization meeting <br /> 9:16 a.m. adjourned the Board of Equalization meeting and returned to the regular meeting <br /> PUBLIC PARTICIPATION — Chairman Richardson called for public participation and no one <br /> responded. <br /> 6 9:45 A.M. LEGAL NOTICE FOR CEMETERY PETITION AND POSSIBLE ACTION <br /> REGARDING PRESERVATION, MAINTENANCE AND MOWING OF DESIGNATED <br /> ABANDONED PIONEER CEMETERY - Michelle Setlik and Herb Roser were present and <br /> distributed information to the board members. In this report it was noted that this was declared <br /> as an abandoned cemetery. Arnold noted the Elstermeier name and they owned Elstermeier <br /> Floral. He also noted the number of infant graves. Michelle noted that they use dowsing rods to <br /> find the unmarked graves. <br /> Bredthauer ask Chad Nabity to stay because of his connection with the boy scouts and he <br /> mentioned that it would be a good Eagle Scout project he is the scout Master of Troup#114. <br /> The scout that is doing the project is to do the leadership this would a great Eagle Scout project. <br /> They sometimes do some fund raising. Bredthauer noted the state statute that address the <br /> amount that the county can spend at $1000.00 this dollar amount could be increased in the <br /> county budget. Chad noted part of the project is setting a project it is helpful to have dollars to <br /> start the project and approach groups and explain what they are doing. They may be able to <br /> find some to help with the cleanup. <br /> Lanfear ask Sarah if she has any problems she stated just to reaffirm that it is abandoned <br /> pioneer cemetery. <br /> Lancaster questioned if there could be any reimbursement for the funds and it takes time to get <br /> something like this done. Michelle provided excellent information and board will reconsider the <br /> dollars but it would be nice to see what it is spent on. <br /> Quandt agrees it won't take that much money some neighbors also help take care of it and will <br /> be a good community project. <br /> Arnold ask if it is general funds spend up to $1000 and Karen stated that it could be up to <br /> $1000.00 this is a line item in miscellaneous general so it could be increased. <br /> Bredthauer noted the mowing times in the state statute and the mowing could be increased by <br /> holding a public hearing. Mr. Humphrey now the weeds and grass are too tall for their mowers it <br /> would have to be knocked down by the rod departments larger mowers as far as ongoing <br /> maintenance he would recommend to depending on the year he would want to stay on top of it <br /> once a month during the summer season the shorter moving would keep the weeds down and <br /> let the grass take over. It may take 4 hours to mow and maybe 2 people that is what he would <br /> recommend. It is the board's decision. Karen ask if it could be mowed now Steve Riehle and <br /> he stated that they could do so it. <br /> 3 <br />
