HALL COUNTY HIGHWAY DEPARTMENT <br /> ®ti Ei 2900 WEST 2ntl ST, GRAND ISLAND, NE 68803-5263 <br /> www.hallcountyne.gov <br /> PHONE: (308) 385-5126 FAX: (308) 381-6486 <br /> Steven P.Riehle,P.E. <br /> County Engineer/Highway Superintendent <br /> tir stever@hallcountyne.gov <br /> July 20, 2018 <br /> Summary of County Board Agenda Item <br /> Set bid opening date for Fall 2018 asphalt resurfacing. <br /> Background <br /> Hall County has a significant investment in paved roads with over 180 miles of asphaltic <br /> concrete paved roads. <br /> • Many of the paved roads are classified roads on the National Functional Classification <br /> system and were paved as a federal aid project. <br /> • Other roads were paved with asphalt because roads with higher traffic counts are more <br /> feasible and economical to maintain as asphalt compared to a gravel road. <br /> • Rural Hall County subdivisions are paved with asphalt. <br /> • A few county roads were paved with asphalt to provide access to public cemeteries. <br /> Higher traffic volume asphalt roads should be resurfaced every 10 to 15 years and lower <br /> traffic volume roads should be resurfaced every 15 to 20 years. Hall County has been <br /> investing around $1 million per year on asphalt roads in recent years. At $100,000 per <br /> mile for a 2" resurfacing project, up to 10 miles can be resurfaced each year. It would cost <br /> $18 to $20 million to resurface the over 180 miles of asphalt roads in Hall County. <br /> Discussion <br /> Roads to be resurfaced each year are chosen based on a number of factors including <br /> age, condition, traffic counts, proximity to other resurfacing projects, etc. There are plenty <br /> of roads that need resurfaced in Hall County and up to 10 miles can be resurfaced in the <br /> upcoming fiscal year. <br /> The roads that are proposed to be resurfaced in fall 2018 include (6.6 miles): <br /> • One-R Road east of NE-Highway 11 as a joint project with the Village of Cairo through an <br /> interlocal agreement that was approved in 2016. (2 miles) <br /> • Hillside Drive in Cairo under the above interlocal agreement. (1/2 mile) <br /> • Holling Road west of the Alda Link L40C. (0.1 mile) <br /> • Wood River Road west of NE Highway 11. (4 miles) <br />
